Resolution of the representatives of the Governments of the Member States, meeting within the Council of 8 June 2004 supplementary to the resolutions of 23 June 1981, 30 June 1982, 14 July 1986 and 10 July 1995 concerning the introduction of a passport of uniform pattern

THE REPRESENTATIVES OF THE GOVERNMENTS OF THE MEMBER STATES OF THE EUROPEAN UNION, MEETING WITHIN THE COUNCIL,

HAVE AGREED AS FOLLOWS:

1.

That the Czech Republic, the Republic of Estonia, the Republic of Cyprus, the Republic of Latvia, the Republic of Lithuania, the Republic of Hungary, the Republic of Malta, the Republic of Poland, the Republic of Slovenia and the Slovak Republic will endeavour to issue the passport by 1 January 2007 at the latest, in accordance with the format and scope specified in the aforementioned resolutions as amended by this resolution.

2.

That the information referred to in points C and D, the second indent of the third subparagraph of point E, and points F, G, H and I of Annex I to the resolution of 23 June 1981 will also be given in Czech, Estonian, Latvian, Lithuanian, Hungarian, Maltese, Polish, Slovenian and Slovak in accordance with the provisions of that resolution with regard to the other official languages of the Member States of the European Union.

The Member States will take account of this change as and when new stocks of passports are printed, and by 1 January 2007 at the latest.

Notice inviting applications for authorisation to prospect for hydrocarbons in block segment K1b of the Dutch continental shelf

The Minister of Economic Affairs of the Kingdom of the Netherlands serves notice that an application for authorisation to prospect for hydrocarbons has been received for the segment of block K1 indicated on the map appended as Annex 3 to the Mining Regulation (Government Gazette 2002, 245), known as ‘block segment K1b’.

With reference to Article 3(2) of Directive 94/22/EC of the European Parliament and of the Council of 30 May 1994 on the conditions for granting and using authorisations for the prospection, exploration and production of hydrocarbons and the publication as described in Article 15 of the Mining Act (Bulletin of Acts and Decrees 2002, 542), the Minister of Economic Affairs invites interested parties to submit an application for authorisation to prospect for hydrocarbons for block segment K1b.

Applications may be submitted for 13 weeks after publication of this notice in the Official Journal of the European Union and should be sent to the Minister of Economic Affairs, for the attention of the Director of Energy Production, specifying ‘personal’, Princess Beatrixlaan 5-7, The Hague. Applications submitted after this deadline will not be considered.

A decision on the applications will be taken not later than nine months after this period.

The Minister of Economic Affairs of the Kingdom of the Netherlands serves notice that an application for authorisation to prospect for hydrocarbons has been received for the segment of block B18 indicated on the map appended as Annex 3 to the Mining Regulation (Government Gazette 2002, 245), known as ‘block segment B18b’.

Initiation of proceedings

(Case COMP/M.3445 — Microsoft/Time Warner/Contentguard)

On 25 August 2004, the Commission decided to initiate proceedings in the abovementioned case after finding that the notified concentration raises serious doubts as to its compatibility with the common market. The initiation of proceedings opens a second phase investigation with regard to the notified concentration. The decision is based on Article 6(1)(c) of Council Regulation (EEC) No 4064/89.

The Commission invites interested third parties to submit their observations on the proposed concentration to the Commission.

In order to be fully taken into account in the procedure, observations should reach the Commission not later than 15 days following the date of this publication. Observations can be sent to the Commission by fax (fax: (32-2) 296 43 01 — 296 72 44) or by post, under reference COMP/M.3445 — Microsoft/Time Warner/Contentguard, to the following address:
