DIRECTOR (M/F)
of the Directorate for Consultative Work, Inter-institutional and External Relations
(Category A*, Grade A*15)
1. VACANT POST
The Committee of the Regions has decided to commence the procedure for recruiting a Director (Category A*, Grade A*15) in accordance with Article 29(2) of the Staff Regulations.
The post is as the head of the Directorate for Consultative Work, Inter-institutional and External Relations.
According to Rule 62 of the Rules of Procedure of the Committee of the Regions, the appointing authority for this post is the Bureau of the Committee of the Regions, acting on a proposal from the Secretary-General.
2. DUTIES
Under the authority of the Secretary-General, the Director manages a directorate that ensures, within the framework of the European legislative process, the implementation of the terms of reference attributed to the Committee of the Regions by the European Treaties. The Director is responsible, in particular, for:

organising the work of the different specialist commissions that prepare the basic work in connection with Committee referrals, supervising the secretariats of these commissions and supervising the content of this work in positions taken by the Committee, while ensuring consistency between the work of the different commissions, |
— |
initiating and maintaining relations with the other EU institutions and bodies in the light of the Committee's consultative role; ensuring the Committee's external relations, |
— |
implementing annual and multiannual strategies for developing the work of the commissions; planning work in the light of the work programmes of the other institutions, in particular those that consult the Committee, |
— |
maintaining the best lines of communication with Committee members, within the framework of the directorate's terms of reference, in the light of their membership of the different commissions and the specific responsibilities of the chairmen of the commissions, the political groups and the national delegations, |
— |
contributing, within the framework of the directorate's terms of reference, to the preparation and implementation of the work of all the Committee's internal bodies: the presidency, the plenary assembly, the bureau and the commissions, |
— |
managing the directorate's budgetary and financial resources; managing human resources as head of a team of co-workers. |
3. REQUIREMENTS
A. General requirements
Candidates should:
— |
be a national of one of the EU Member States, |
— |
enjoy full rights as a citizen, |
— |
have fulfilled any obligations concerning statutory military service, |
— |
produce the necessary character references for performance of the duties concerned. |
B. Specific requirements
— |
University degree or equivalent professional experience |
— |
At least 15 years professional experience |
— |
Thorough knowledge of the structure and operation of the European Union and its institutions, particularly of the inter-institutional relations and the Committee of the Regions |
— |
Wide administrative experience and the ability to perform the duties in accordance with the working methods of a consultative body of the European Communities |
— |
Thorough knowledge of the various areas of activity of the European Union and of the operations of regional and local authorities in the Member States |
— |
Thorough knowledge of one of the official languages of the European Union (1) and very good knowledge of another of these languages. The knowledge of other official languages will be taken into consideration |
— |
