Article 33 Treaty on European Union — EU special representatives
It provides the legal basis for the Council, on a proposal from the High Representative of the Union for Foreign Affairs and Security Policy (HR), to appoint a special representative with a specific policy mandate.
EU Special Representatives (EUSRs) promote the EU’s policies and interests in specific regions and countries. In supporting the work of the HR, they play an active role in EU efforts to consolidate peace, stability and the rule of law in non-EU countries.
