SUMMARY

Operating closely with the European Commission’s department responsible for health and consumer policy, the agency manages the European Union’s programmes in the areas of public health, consumer protection and food safety.

Based in Luxembourg, the Consumers, Health, Agriculture and Food Executive Agency (CHAFEA) is an independent agency responsible for implementing a number of European Union (EU) programmes. It works in tandem with the European Commission, which is responsible for policymaking in these fields.

CHAFEA ensures the implementation of parts of the following programmes:

• the consumer programme 2014-20: product safety, consumer representation and rights;
• the public health programme 2014-20: health promotion and disease prevention, dealing with health emergencies, uptake of innovations, better access to medical expertise and information, improved healthcare quality and patient safety;
• the ‘Better Training for Safer Food’ measures covered by Directive 2000/29/EC and Regulation (EC) No 882/2004 (foodstuffs, animal feeds, animal health and animal welfare, as well as plant health rules);
• the management of measures providing information about and promoting agricultural products both in EU and non-EU countries; and
• some legacy programmes from the 2007-13 period in the same fields.

CHAFEA’s main tasks are to:

• manage and supervise the life cycle of the projects (calls for proposals, evaluation of projects, negotiation of contracts and ongoing liaison with grant beneficiaries);
• manage the implementation of the programme budgets.

CHAFEA replaces the Executive Agency for Health and Consumers. This decision covers the period up to 31.12.2024.
