Orders the European Commission to pay Mr Fernando De Esteban Alonso EUR 62 000 by way of compensation for the non-material harm suffered;

2.

Dismisses the action as to the remainder;

3.

Orders the Commission to bear its own costs and to pay those incurred by Mr De Esteban Alonso.
