Subject-matter and description of the proceedings
Annulment of the proposal to transfer the pension rights of the applicant into the European Union pension scheme, which applies the new general implementing provisions of Article 11(2) of Annex VIII to the Staff Regulations, and the request that the defendant be ordered to pay a provisional advance of one euro in respect of the loss allegedly suffered by the applicant.

Declare Article 9 of the general implementing provisions of Article 11(2) of Annex VIII to the Staff Regulations of 15.7.2011 to be unlawful; |

Annul the decision of 3 October 2014 to credit the pension rights acquired by the applicant before his entry into service, in the context of the transfer of those rights into the pension scheme of the EU institutions, in accordance with the general implementing provisions of Article 11(2) of Annex VIII to the Staff Regulations of 15.7.2011; |

In the alternative, order the European Commission to make a provisional payment of one euro in respect of the loss suffered by the applicant; |

Order the European Commission to pay the costs. |
