Dismisses the appeal;

2.

Orders Hitachi Chemical Europe GmbH and Polynt SpA to bear their own costs and to pay those incurred by the European Chemicals Agency (ECHA);

3.

Orders the Kingdom of the Netherlands and the European Commission to bear their own costs;

4.

Orders New Japan Chemical and REACh ChemAdvice GmbH to bear their own costs.
