Financial information on the European Development Fund
European Development Fund (EDF): forecasts of commitments, payments and contributions
Foreword
In accordance with Article 7(3) of the 11th EDF Internal Agreement 1 and Article 21(4) of the Council Regulation (EU) 2015/323 2 on the Financial Regulation applicable to the 11th European Development Fund (hereinafter referred to as "11th EDF Financial Regulation"), the Commission presents in this document the commitments, payments and contributions made in 2017 and to be made in the years 2018 and 2019, taking into account the forecasts of the European Investment Bank (EIB).
This document sets out the financial implementation of the EDFs (Eighth to 11th) for 2017 and the forecasts of implementation for 2018 and 2019.
Member States contribute funds directly to the European Investment Bank (EIB) for the instruments which it manages under the Ninth, 10th, and 11th EDFs (the Investment Facility and interest-rate subsidies).
Introduction
The Commission and the EIB have updated their commitment and payment forecasts for 2018 and 2019 for each of the members of the African, Caribbean and Pacific (ACP) Group of States and the Overseas Countries and Territories (OCT). The payment forecasts in particular have been compiled with the aim of helping Member States to assess as accurately as possible the amounts they need to earmark in their national budgets while ensuring that sufficient financial resources are available for the EDF to avoid liquidity problems.
In accordance with Article 7(3) of the 11th EDF Internal Agreement 3 and Article 21(4) of the 11th EDF Financial Regulation 4 , the estimates of commitments and payments have been updated following the latest forecasts.
The graph below shows the general evolution in gross commitments and payments since 1999 until 2017 and projections for the period 2018-2019 (Commission and EIB cumulated amounts).

Financial implementation for 2017, forecasts for 2018 and 2019.
Updated forecasts are set out in attachments 1 to 3.
Commitments and payments targets set for 2017 were almost reached by the Commission:
• EDF commitments reached EUR 6,218 million at year end. This represents 95% of the annual target revised in October 2017 (EUR 6,510 million).
After three years of very high commitment amounts, the amounts of new commitments will gradually decrease over the last three years of the 11th EDF.
• EDF payments reached EUR 4,256 million on 31/12/2017. It represents an execution rate of 98.89% of the annual target revised in October 2017 (EUR 4,304 million). This level of payments represents a record for the EDF and without the anticipated payment of 2018 EDF contributions by some Member States, the treasury situation would have been negative.
In 2018, the level of EDF payments should consolidate at the current record level of EUR 4.2 billion.
Attachments 1, 2 and 3 show respectively forecasts of commitments, forecasts of payments and the financial situation compared with previous forecasts for the period 2017-2019.
Attachments 4 and 5 show respectively contributions for 2017 and for 2018 per instalment and per Member State.
Attachment 6 shows the yearly contributions for the period 2017-2021 per Member State.
Attachment 7 shows the state of reserves of decommitted funds from previous EDFs.
Attachment 8 shows the potential reduction of Member States contributions taking into account the amount in the reserve from decommitted funds of previous EDFs.
