Supplementary resolution to the resolution adopted on 23 June 1981 concerning the adoption of a passport of uniform pattern, of the representatives of the Governments of the Member States of the European Communities, meeting within the Council on 30 June 1982

THE REPRESENTATIVES OF THE GOVERNMENTS OF THE MEMBER STATES OF THE EUROPEAN COMMUNITIES, MEETING WITHIN THE COUNCIL,

Having regard to the resolution which they adopted on 23 June 1981 concerning the adoption of a passport of uniform pattern,

Having regard to point A in Annex I to that resolution,

Having regard to the proceedings of the Working Party responsible for the implementation of the resolution. I. Have agreed on the following:

The passport's format corresponds to that of the laminated page in the draft ICAO recommendation (ISO Standard B 7) plus 2 mm on four sides for the purpose of binding the laminated card into the passport.

II. Have taken note of and approved the outcome of the proceedings of the Working Party, of which a summary is annexed.

ANNEX Summary of the outcome of the proceedings of the Working Party responsible for the implementation of the resolution of 23 June 1981 and of the Working Party of Counsellors from the permanent representations

A. Colour of the passport (a) Colour of the cover

The colour of the cover of the passport introduced by each Member State is as close as possible to RAL standard 4004 (Bordeaux red - violet) laid down by the German Standardization Committee.

(b) Colour of the pages of the passport

The pages of the passport are of a pale colour, to be chosen by each Member State.

B. Security protection of the passport

The Member States may: - include on the pages of the passport a printed anti-forgery design,

- perforate the serial number of the passport right through all the pages and the back cover,

- enter on the passport not only the serial number but also a registration number,

- insert a watermark in the pages,

- laminate the conventional identification page and/or the other pages.

C. Cover material

The delegations expressed a preference for a flexible cover and binding and it is for each Member State to decide on the cover material of the passport on the above basis.

D. Layout of one page of the passport

The Member States which opt for the laminated page referred to in point E of the resolution of 23 June 1981 may use a horizontal layout for the page referred to in point F of the resolution.
