1.   Resumption of the session

The session adjourned on Thursday 5 May 2022 was resumed.

2.   Opening of the sitting

The sitting opened at 15.05.

3.   Formal sitting — Address by Maia Sandu, President of the Republic of Moldova

From 15.06 to 15.33, a formal sitting of Parliament was held on the occasion of the visit of Maia Sandu, President of the Republic of Moldova.

4.   Statement by the President

The President informed the House that she had, on behalf of Parliament, sent a letter to Mohammad Baqer Qalibaf, the Speaker of the Iranian Parliament, strongly objecting to the death sentence handed down to Professor Ahmad Reza Djalali — an Iranian-Swedish researcher — and to his execution, which was due to take place on 21 May.

The President reiterated the European Parliament's strong opposition to the death penalty and called once again on the Islamic Republic of Iran to release Professor Djalali immediately.

5.   Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.

6.   Composition of Parliament

The Slovene authorities had given notice to the European Parliament of the election of Tanja Fajon as a member of the Slovene national parliament.

Parliament noted that, in accordance with Article 7(1) of the Act concerning the election of the members of the European Parliament by direct universal suffrage of 20 September 1976, that office was incompatible with that of Member of the European Parliament. In accordance with Rule 4(1) and (4) of the Rules of Procedure, Parliament declared her seat vacant with effect from 13 May 2022.

7.   Verification of credentials

On a proposal from the JURI Committee, in accordance with Rule 3(4), Parliament confirmed the mandates of the 26 Members elected to Parliament following the withdrawal of the United Kingdom from the European Union and of the 23 Members elected to replace outgoing Members.

The list of the Members with the dates of effect of their mandates was annexed to the minutes (minutes of 18.5.2022 Annex 1).

8.   Request for the defence of immunity

Helmut Geuking had requested that his immunity and privileges be defended in connection with proceedings pending before the Regional Court of Hamburg.

Under Rule 9(1), the request had been referred to the committee responsible, the JURI Committee.

9.   Composition of committees and delegations

The PPE, S&D and ID groups and the secretariat of the non-attached Members had notified the President of the following decisions changing the composition of the committees and delegations:

10.   Negotiations ahead of Parliament's first reading (Rule 71)

The INTA and IMCO committees had decided to enter into interinstitutional negotiations in accordance with Rule 71, on the basis of the following reports:

INTA Committee — Proposal for a regulation of the European Parliament and of the Council on applying a generalised scheme of tariff preferences and repealing Regulation (EU) No 978/2012 of the European Parliament and of the Council (COM(2021)0579 — C9-0364/2021 — 2021/0297(COD)) — Rapporteur: Heidi Hautala (A9-0147/2022);

In accordance with Rule 71(2), Members or a political group or groups reaching at least the medium threshold could request in writing, by midnight the following day, 19 May 2022, that the decisions to enter into negotiations be put to the vote.

Negotiations could start at any time after the expiry of that deadline if no request for a vote on the decisions to enter into negotiations had been made.

The final draft agenda for the plenary sittings of May II 2022 (PE 732.265/PDOJ) had been made available to Members in accordance with Rule 157(3).

The President informed the House that two requests for urgent procedure (Rule 163) had been received from the ENVI and LIBE committees concerning the following legislative files:

Regulation (EU) 2016/1628: Extension of the empowerment to adopt delegated acts ***I (COM(2022)0113 — 2022/0080(COD));

Preservation, analysis and storage at Eurojust of evidence relating to genocide, crimes against humanity, war crimes and related criminal offences ***I (COM(2022)0187 — 2022/0130(COD)).

The vote on the two requests would take place following the adoption of the agenda (minutes of 18.5.2022, item 17). If they were adopted, the vote would take place on Thursday, 19 May 2022.

With the agreement of the political groups, the President proposed the following changes:

Wednesday and Thursday

As the Council was unable to attend that part-session, the Council and Commission statements on:

‘Prosecution of the opposition and the detention of trade union leaders in Belarus’(item 29 on the final draft agenda);

‘The fight against impunity for war crimes in Ukraine’(item 23 on the final draft agenda); and

‘European solidarity and energy security in the face of Russia's invasion of Ukraine, including the recent cuts of gas supply to Poland and Bulgaria’(item 24 on the final draft agenda)

would be changed into Commission statements.

Thursday

The title of the Commission statement included as the third item on the agenda on Thursday morning, ‘European solidarity and energy security in the face of Russia's invasion of Ukraine, including the recent cuts of gas supply to Poland and Bulgaria’(item 24 on the final draft agenda) would be changed to ‘The REPowerEU Plan: European solidarity and energy security in face of Russia's invasion of Ukraine, including the recent cuts of gas supply to Poland and Bulgaria’.

Sandra Kalniete's report entitled ‘Temporary trade liberalisation supplementing trade concessions applicable to Ukrainian products under EU/Ukraine Association Agreement’ (A9-0146/2022) would be added directly to the votes on Thursday.

The House agreed to the changes.

The President had also received the following requests for amendments under Rule 158:

Wednesday

Request from the ID Group for a Commission statement entitled ‘The persecution of Christians in the world, notably the case of Deborah Samuel’ to be added as the last item on Wednesday's agenda.

The following spoke: Jean-Paul Garraud, on behalf of the ID Group, who moved the request.

Parliament rejected the request by roll-call vote (231 in favour, 244 against, 19 abstentions).

Request from The Left Group for a Commission statement entitled ‘The targeting of journalists in Palestine by the Israeli occupying forces, in particular the case of Shireen Abu Aqla’ to be added as the third item on Wednesday's agenda.

The following spoke: Manu Pineda, on behalf of The Left Group, who moved the request, and Evin Incir, on behalf of the S&D Group, who proposed that the title be changed to read: ‘The killing of Palestinian journalist Shireen Abu Aqla and the violent incidents at her funeral’, and that the statement be followed by a round of political group speakers.

Parliament approved The Left Group's request, as amended by the S&D Group's proposal, by roll-call vote (414 in favour, 37 against, 47 abstentions).

The order of business was thus established.

The Slovenian authorities had given notice of the election of Matjaž Nemec to replace Tanja Fajon as Member of Parliament with effect from 18 May 2022.
