Minutes of the sitting of 14 January 2019

1. Resumption of the session
The session suspended on Thursday 13 December 2018 was resumed.
2. Opening of the sitting
The sitting opened at 17.04.
3. Statements by the President
The President made a statement paying tribute to Pawel Adamowicz, Mayor of the city of Gdansk, who had been attacked on Sunday evening and succumbed to his wounds a few hours before the sitting. He conveyed Parliament's condolences to the victim's family and the city of Gdansk.
The President mentioned the terrorist attack in Strasbourg in December. He also expressed his deep concern at the upsurge in tension and violence in Europe and said that everyone had the responsibility to engage in respectful dialogue. He informed Members that he would hold discussions during the week with the Mayor of Strasbourg on how the victims of December's events could best be honoured. He would also propose to the Conference of Presidents that Parliament's radio studio be named after the two journalists who died in the attack.
Parliament observed a minute's silence.

4. Approval of the minutes of the previous sitting
The minutes of the previous sitting were approved.
Elsi Katainen had made it known that she had been present at the sittings of 12 March 2018, 16 April 2018, 11 June 2018, 10 September 2018, 1 October 2018, 22 October 2018 and 10 December 2018, but that her name was not on the attendance register.
Elsi Katainen had been present at the sitting of 29 November 2018 but her name was not on the attendance register.
Sergio Gaetano Cofferati had been excused for the sittings of 11 and 13 September 2018.
5. Composition of Parliament
Catherine Stihler had given notice in writing of her resignation as Member of Parliament, with effect from 1 February 2019.
In accordance with Rule 4, Parliament established the vacancy from that date and informed the national authority concerned.
6. Composition of political groups
James Carver had ceased to be a non-attached Member and had joined the EFDD Group with effect from 10 January 2019.
7. Request for waiver of immunity
The German authorities had forwarded a request to waive the immunity of Monika Hohlmeier in relation to a juridical inquiry that had been opened against her by the public prosecutor of Coburg.
Pursuant to Rule 9(1), the request had been referred to the committee responsible, the JURI Committee.
8. Composition of committees and delegations

Request from the Verts/ALE Group to add, as the fourth item on the agenda, before the short presentations, a joint discussion on the two reports by Marietje Schaake on the EU-Morocco Agreement on the amendment of Protocols 1 and 4 to the Euro-Mediterranean Agreement (A8-0471/2018) and the EU-Morocco Agreement on the amendment of Protocols 1 and 4 to the Euro-Mediterranean Agreement (Resolution) (A8-0478/2018) (items 23 and 28 of the final draft agenda). This would consist of a round-table discussion involving the political groups.
