Minutes of the sitting of 10 September 2018

1. Resumption of the session
The session suspended on Thursday 5 July 2018 was resumed.
2. Opening of the sitting
The sitting opened at 17.09.
3. Statement by the President
The President made a statement on the various tragedies that had struck European countries over the past summer, causing many casualties, including the fires in Greece and Sweden, the collapse of the Morandi bridge in Genoa and the flooding at the Raganello Gorge in the region of Calabria. He expressed Parliament's condolences to the families of the victims.
Parliament observed a minute's silence.
4. Approval of the minutes of the previous sitting
The minutes of the previous sitting were approved.
The following spoke: Younous Omarjee on the independence of the mandate of Members of Parliament (the President replied that the issue would be broached at the Bureau meeting that evening), Philippe Lamberts and Gabriele Zimmer.
Andrey Kovatchev spoke about the road accident that had killed 16 people in Bulgaria on 25 August 2018 (the President agreed with him).
Dobromir Sośnierz spoke.
5. Composition of Parliament
Burkhard Balz had given notice in writing of his resignation as a Member of Parliament, with effect from 1 September 2018.
In accordance with Rule 4, Parliament established the vacancy from that date and informed the national authority concerned.
The Italian authorities had given notice of the election of Salvatore Domenico Pogliese as mayor of the Metropolitan City of Catania with effect from 14 July 2018.
Parliament noted that, pursuant to Article 7(3) of the Act concerning the election of the members of the European Parliament by direct universal suffrage, this post was incompatible with that of Member of the European Parliament and established the vacancy of his seat with effect from 14 July 2018.
The Estonian authorities had given notice of the election of Igor Gräzin to replace Kaja Kallas as Member of Parliament with effect from 5 September 2018.
The Italian authorities had given notice of the election of Giovanni Miccichè as a Member of the European Parliament to replace Salvatore Domenico Pogliese with effect from 19 July 2018. However, because Giovanni Miccichè had not resigned from a post as an elected official in Italy incompatible under national law with that of Member of the European Parliament within the prescribed period, the authorities subsequently notified Parliament that his mandate at the European Parliament had been revoked with effect from 20 August 2018. At the same time, they gave notice that Innocenzo Leontini had been elected to the European Parliament to replace Giovanni Miccichè with effect from 20 August 2018.
Parliament noted their election.
Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Igor Gräzin et Innocenzo Leontini would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.
6. Verification of credentials
On a proposal from the JURI Committee, Parliament confirmed the validity of the mandate of Tilly Metz with effect from 20 June 2018.

9. Request for consultation of the European Economic and Social Committee on (Rule 137(2))
The President announced that, pursuant to Rule 137(2), he had received a request from the INTA Committee to consult the European Economic and Social Committee in order to obtain its opinion on the functioning of the domestic advisory groups.
That request for consultation of the European Economic and Social Committee would be deemed to have been approved unless, within 24 hours, a political group or Members reaching at least the low threshold requested that it be put to the vote.
10. Corrigendum (Rule 231)
The LIBE Committee had forwarded the following corrigendum to a text adopted by Parliament:
