WHO WE ARE
The European Court of Auditors is the European Union (EU) institution established by the Treaty to audit EU finances. As the EU’s external auditor, it helps to improve EU financial management and acts as an independent guardian of citizens’ financial interests.
During its audits, the Court looks into the receipt and use of EU funds. It examines whether or not financial transactions have been correctly recorded and disclosed, implemented with due legality and regularity, and managed economically, efficiently and effectively. The Court publishes the results of its audits in clear, relevant and objective reports. It also writes opinions on matters pertaining to financial management.
The Court promotes greater accountability and transparency and assists the European Parliament and the Council in monitoring the implementation of the EU budget, particularly during the discharge procedure. The Court is committed to working efficiently at the cutting edge of progress in audit and public-sector administration.
The Court has a ‘task-based’ organisational structure, with staff placed in a pool from which they are selected for administrative assignment to the various Chambers on a priority basis.
The Court is based in Luxembourg.
Chamber I audits EU expenditure in the following areas: agriculture and rural development; the environment and climate change; fisheries and maritime affairs; health and consumer protection. These areas account for annual payment appropriations totalling 58 billion euro.
The Chamber’s Director organises, coordinates and oversees its audit work. He/she also assists and advises the Members of the Chamber in the performance of their duties. The Director is responsible for:

organising and managing the Chamber’s work; |

checking the quality of audit work; |

— |
coordinating staffing matters. |
WHAT WE ARE OFFERING
We are looking to recruit a Director from 1 February 2016.
The Court has decided to launch this recruitment procedure for a director’s post (AD 14) in Chamber I on the basis of Article 29(2) of the Staff Regulations of Officials of the European Union (hereinafter the ‘Staff Regulations’). Aiming to broaden the Appointing Authority’s choice of candidates, this selection procedure will run in parallel with the internal and interinstitutional recruitment procedures.
Recruitment will be to grade AD 14. The basic monthly salary will be 13 322,22 euros. Under the conditions laid down in the Staff Regulations, certain allowances may be added to the basic salary, which is subject to EU tax and exempt from national tax.
As the most senior member of staff within the Chamber, the Director will report directly to the Chamber’s Members. The Director will manage the Chamber’s resources and have overall responsibility for implementing the work programme on time, within budget and in accordance with the Court’s quality requirements and auditing practices and standards. To this end, the Director will assign to each task the necessary:

human and financial resources (i.e. missions and external experts); |

audit services: human resources, staffing and management, expertise in the areas of quality and quality control, and knowledge. |
The Director will assist the Dean in administering and managing the Chamber, and in scheduling, supervising and drafting reports. He/she will ensure that all missions and audit tasks entrusted to him/her are carried out properly.
WHAT WE ARE LOOKING FOR
This selection procedure is open to candidates who, on the application deadline, will have:

Professional experience
At least 15 years’ proven sound and relevant professional experience gained, preferably at international level, after obtaining the above-mentioned qualification, and at least four years’ experience in a managerial post. In particular proven sound experience of audit is required (including audit quality control, adversarial procedures with auditees, and publishing reports). |

3. |
Knowledge
An excellent command of audit standards and methodology, both in general terms and in the financial and compliance field in particular. Thorough knowledge of one official EU language and satisfactory knowledge of at least one other official EU language; knowledge of other languages would be an asset. A sound knowledge of French and English is necessary for operational reasons. |

4. |
Skills
The ability to devise and implement a strategy, to set and report on objectives and targets; skills in communicating, negotiating and working with stakeholders; an excellent command of management practices and outstanding interpersonal skills. |

SELECTION PROCEDURE
A preselection board will be set up.
The board will arrange a series of eliminatory assessment rounds, namely:

documents submitted by the candidate (after which, only the top 10 eligible candidates will proceed to the next round); |

b) |
a written case study; and |
|
c) |
an interview. |
