1. Resumption of the session
The sitting opened at 17.05.
2. Approval of the minutes of the previous sitting
The minutes of the previous sitting were approved.
3. Statement by the President
The President made a statement on the numerous floods which had struck several Member States and other European countries in recent months. While highlighting the high cost of these natural disasters in human and economic terms, he also pointed to the far-reaching solidarity they engendered between the people concerned.
He said it was now up to Europe to come to the assistance of the people in the regions affected.
4. Composition of Parliament
Willy Meyer had given notice in writing of his resignation as Member of Parliament, with effect from 10 July 2014.
Pursuant to Rule 4(3), Parliament established the vacancy of the seat with effect from that date and informed the national authority.
The Italian authorities had given notification that the mandate of Flavio Tosi had ended with effect from 9 July 2014, owing to the incompatibility of his circumstances under national law, and that Lorenzo Fontana had replaced him as from 11 July 2014.
In accordance with Rule 4(4), Parliament established that Flavio Tosi's seat was vacant as from 9 July 2014 and took note of the election of Lorenzo Fontana with effect from 11 July 2014.
Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Lorenzo Fontana would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.
5. Composition of political groups
Norica Nicolai had left the PPE Group and joined the ALDE Group with effect from 7 July 2014.
