We are
Eurostat is a Directorate-General of the European Commission, based in Luxembourg. Its mission is to be the leading provider of high quality statistics on Europe. The EU institutions use Eurostat data for the design, implementation, monitoring and evaluation of EU policies. Member States, financial markets, business and research community, media and the general public also use its statistics for various purposes.
Eurostat produces and disseminates European statistics based on data collected in the Members States including the EU and Euro Area aggregates. It coordinates the European Statistical System (ESS) consisting of National Statistical Institutes and other authorities that produce statistics at national level, with the objective of providing comparable statistics at EU level. Furthermore, it is responsible for proposing all EU statistical legislation. Eurostat also supports the improvement of statistical systems in candidate countries and in the wider international community.
The Directorate for Methodology, corporate statistical and IT services comprises 5 units and one Task Force with around 160 staff (permanent and non-permanent) and has an operational annual budget of about EUR 20 million. The Directorate provides corporate services in the areas of IT, dissemination, methodology and research to all Eurostat Directorates and to the ESS.
In particular, the Directorate:

provides the IT infrastructure and services to support statistical and administrative production processes throughout the organisation; |
|
— |
develops and implements technical and statistical standards in close cooperation with its ESS partners and the international statistical community; |
|
— |
facilitates statistical research and promotes innovation in official statistics; |
|
— |
disseminates and communicates European statistics in a user friendly and open way; |
|
— |
drives the strategy and activities for the use of Big data in the production of European statistics. |
We propose
The challenging and high-profile position of Director for Methodology, corporate statistical and IT services and Chief Information Officer of Eurostat comprises the following main responsibilities:

— |
to provide executive leadership and strategic direction for the corporate IT services and infrastructure, in the development of core methodologies for official statistics and in ensuring that the organisation meets its business objective of producing high quality European statistics; |
|
— |
to direct a continuous development process and to be responsible for leading the modernisation of the IT framework facilitating the functioning of the production systems of EU statistics in the future, including security related issues and the access to confidential micro-data; |
|
— |
to ensure day to day management of the Directorate, its key statistical processes and outputs, in line with the overall Eurostat business strategy and to deliver solutions to support business needs with optimal level of investment in infrastructure, IT systems and services; |
|
— |
to facilitate and promote statistical research and the use of research results in official statistics by coordinating these activities in the ESS, including the use of new data sources such as Big data in the production of European statistics; |
|
— |
to drive the overall dissemination and external communication strategy of Eurostat and the ESS including the development of innovative products and services, such as novel data visualization tools and products for mobile devices; |
|
— |
to represent the Directorate in the area of its competences in key relationships with other Commission services, other EU bodies and international organisations as well as with ESS partners and stakeholders in and outside the statistical community; |
|
— |
to supervise the preparation and execution of the annual budget of the directorate and to ensure that it is managed efficiently and in accordance with the principles of sound financial management (function of an authorising officer by subdelegation). |
We look for
Applicants should have:

a thorough and up to date knowledge of information and communication technologies used for collecting, processing, exchanging and disseminating data especially for managing and using big data; |
|
— |
up to date knowledge and proven experience in IT infrastructure solutions and IT business architecture based on latest developments in IT, being able to bring forward a fresh view on modernising the IT architecture and infrastructure of Eurostat and the European Statistical System; |
|
— |
a good understanding of the EU initiatives in the framework of the Digital Agenda for Europe and e-Commission strategy; |
|
— |
excellent analytical and conceptual skills; strategic vision and leadership being able to focus/develop the work of the Directorate in line with the goals of Eurostat; |
|
— |
proven experience in managing complex and large programmes and projects related to IT architecture and change management; |
|
— |
excellent capacity to lead and motivate large teams in a multicultural and multilingual environment; |
|
— |
hands-on experience of budgetary, financial and human resources management in a national, European and/or international context; |
|
— |
strong communication skills, ability to lead discussions efficiently, to communicate clearly and to represent the Commission effectively internally and in external fora; |
|
— |
ability to solve organisational and operational problems via a service and results oriented approach. |
Eligibility criteria
Applicants must:
|
1. |
be a citizen of one of the Member States of the European Union; |
|
2. |
have
|

3. |
have at least 15 years’ postgraduate professional experience at a level to which the qualifications referred to above give admission. At least 5 years of that professional experience must have been gained in a management function at high level (1) and should be in direct relation to a field relevant for the post; |
|
4. |
have a thorough knowledge of one of the official languages of the European Union as defined in Article 1 of Regulation No 1 of 1958 (2) and a satisfactory knowledge of another official language; |
|
5. |
not yet have reached the normal retirement age, which for officials of the European Union is defined as being the end of the month in which the person reaches the age of 66 years (see Article 52(a) of the Staff Regulations). |
Selection and appointment
The successful candidate will be selected and appointed by the European Commission in accordance with its selection and recruitment procedures (see also the Compilation Document on Senior Officials Policy (3)). As part of this selection procedure, candidates who have been called for an interview with the Commission’s Consultative Committee on Appointments will first have to attend an assessment centre run by external recruitment consultants.
The successful candidate will be recruited as an official at grade AD 14. Salaries and conditions of employment are those laid down in the Staff Regulations of officials of the European Union. Under the Staff Regulations, all new staff must successfully complete a nine-month probationary period.
