3. Composition of Parliament
Michel Rocard had given notice in writing of his resignation as Member of Parliament, with effect from 1 February 2009.
Under Rule 4(1), Parliament established the vacancy of his seat and informed the Member State concerned.
The French authorities had given notice of the appointment of Bernard Soulage to replace Michel Rocard as Member of Parliament with effect from 1 February 2009.

The Romanian authorities had given notice of the appointment of Alin Lucian Emanuel Antochi to replace Titus Corlățean as Member of Parliament with effect from 21 January 2009.
The Romanian authorities had given notice of the appointment of Vasilica Viorica Dăncilă to replace Cătălin-Ioan Nechifor as Member of Parliament with effect from 21 January 2009.
Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Alin Lucian Emanuel Antochi, Vasilica Viorica Dăncilă and Bernard Soulage would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.
4. Verification of credentials
On a proposal by the JURI Committee, Parliament decided to validate the mandate of Martin Kastler with effect from 4 December 2008.

6. Interpretation of the Rules of Procedure
The President informed the House, under Rule 201(3), of the following interpretation of Rule 149(4), provided by the Committee on Constitutional Affairs, which had been consulted on the application of that provision:
‘Members who have asked for the quorum to be established must be present in the Chamber when the request is made.’
If this interpretation was not contested by a political group or by at least 40 Members (Rule 201(4)) before the Minutes of the current sitting were approved it would be deemed to have been adopted. Otherwise, the matter would be put to the vote in Parliament.
