In addition, the Council announced that it would approve the position adopted by the European Parliament at first reading on 6 July 2006 with a view to adopting a regulation of the European Parliament and of the Council laying down general provisions establishing a European Neighbourhood and Partnership Instrument (3633/1/2006 — C6-0351/2006 — 2004/0219(COD)). A technical adjustment had proved necessary to finalise the act in accordance with the political agreement reached by Parliament and the Council. By letter of 9 October 2006, the Chairman of the AFET Committee, the committee responsible for the matter, had informed the President in accordance with Rule 66(2) of the Rules of Procedure that the AFET Committee accepted the technical adjustment. The President would therefore also sign that act.

Council request for the application of urgent procedure (Rule 134) to:

Reason for request:
The validity periods for the derogations from the general conditions for granting public aid for fleet renewal and modernisation need to be extended to 31 December 2006 and 31 December 2008.
Parliament would take a decision on the request for urgent procedure at the beginning of the following day's sitting.
The final draft agenda for the October II sittings (PE 378.419/PDOJ) had been distributed and a number of changes had been proposed (Rule 132):
