The Directorate-General's overall mission is to promote a better quality of life by ensuring a high level of protection of consumers' health, safety and economic interests as well as of public health and the farm-to-fork preservation of safe food and feed production.
The DG consists of six, soon to be expanded to seven directorates and consists of approximately 700 staff, located not only in Brussels but also in Ireland and Luxembourg. The DG has an overall budget of EUR 400 to 500 million.
In the enlarged European Union, the Commission must deliver an enhanced quality of life to its citizens through better built policies, more coordinated government activity and a regulatory framework that reconciles the highest standards with the needs of a competitive and open global economy.
In its contribution to this work, DG SANCO is creating a post of Principal Adviser. We are looking for an experienced policy adviser with a background in economics and in public policy making, who can input across the policy areas of food safety, public health, animal health and consumer interests.
Specific tasks linked to the function
The objective will be to support and complement the regulatory roles of the Directorate-General in the above fields, ensure coherent and coordinated policy-making across a range of complex sectors in the DG, and to promote coherence between the responsibilities of the DG and wider issues (health and environment, consumer interests and competition policy, etc.).
Working directly for the Director-General, the adviser will also be asked to lead task forces where necessary to deliver specific outputs in key policy areas, as well as developing a first-class capacity for the ex ante assessment of policy impacts and evaluation.
Specific job requirements
The ideal person will have a legal or economic background with considerable public policy experience.
He/she will be approachable and capable of interacting both with scientific, technical, regulatory or legislative specialists, and with the DG’s many lay stakeholders. Candidates will be accustomed to providing useful and practical input to aid the development of policy, to support the attainment of policy objectives and to assess the outcome of initiatives.
General conditions
Applicants should demonstrate a thorough knowledge of the EU institutions.
Applicants must:

be a citizen of one of the EU Member States; |
2. |
hold a university degree that gives access to undertake doctoral studies; |
3. |
have at least 15 years postgraduate professional experience at a level to which the qualifications referred to above give admission. At least five years of that professional experience must include advice, analysis and/or interdisciplinary conceptual tasks at high level in an international organisation; |
4. |
have a thorough knowledge of one of the EU official languages, and an adequate knowledge of another of these languages. |
Independence and declaration of interests
Candidates are required to confirm their willingness to make a declaration of their commitment to act independently in the public interest and a declaration of any interests which might be considered prejudicial to their independence.
Appointment and conditions of employment
The Principal Advisor will be selected and appointed by the Commission according to its selection and recruitment procedures. A shortlist of candidates will be called for an interview by the Commission's Consultative Committee on Appointments.
Salaries and conditions of employment are those laid down for officials occupying a function corresponding to the basic post of Director of the European Communities.
Applicants should note the requirement under the new Staff Regulations for all new staff to complete successfully a nine-month probationary period.
This appointment will be made in Brussels.
