Minutes of the sitting of 20 November 2023

1. Resumption of the session
The session adjourned on Thursday 9 November 2023 was resumed.
2. Opening of the sitting
The sitting opened at 17.02.
3. Statements by the President
The President expressed Parliament's shock at the attempted murder, in Spain, of Alejo Vidal-Quadras, a former Member and Vice-President of the European Parliament.
In the context of the International Day for the Elimination of Violence against Women, the President cited the cases of Giulia Cecchettin, Ashling Murphy, Bernice Cassar and Paulina Dembska, who had all been murdered simply because they were women. The President pointed out that the House would be debating the issue that Thursday.
The President made a statement to mark International Children's Day, referring to the situation in Ukraine, Israel and Gaza.
The President informed the House of the death of Karel Schwarzenberg, a Czech statesman and former foreign minister of the Czech Republic.
4. Approval of the minutes of the previous sittings
The minutes of the sittings of 8 November 2023 and 9 November 2023 were approved.
5. Composition of Parliament
The competent authorities of Poland had given notice of the election to the European Parliament of Witold Pahl and Włodzimierz Witold Karpiński to replace Bartosz Arłukowicz and Krzysztof Hetman respectively, with effect from 16 November 2023.
Parliament took due note of their election.
Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Witold Pahl and Włodzimierz Witold Karpiński would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.

8. Negotiations ahead of Parliament's first reading (Rule 71) (action taken)
The decisions of the PECH, JURI, ECON, ITRE, INTA and IMCO committees to enter into interinstitutional negotiations had been announced on 8 November 2023 (minutes of 8.11.2023, item 10).
Since no requests for vote had been made pursuant to Rule 71(2), the committees responsible had been able to begin negotiations after the expiry of the deadline set.

Tuesday
Request by the ECR Group for Council and Commission statements on ‘Hostile states’ instrumentalisation of migrants against EU Member States' to be added as the sixth item in the afternoon, before the short presentations. The sitting would therefore be extended until 23.00.
Request by the S&D Group for those statements be added to the agenda under the title: ‘Recent developments at the EU's external border between Finland and Russia and the need to uphold EU law’.
