1. Resumption of the session
The session adjourned on Thursday 5 October 2023 was resumed.
2. Opening of the sitting
The sitting opened at 17.04.
3. Statements by the President
The President made a statement on the situation in Israel, in Gaza and in the wider Middle East. She spoke of the terrorist attack, mass murder, kidnappings, rape and torture committed in Israel by Hamas on 7 October 2023. The President emphasised that Hamas was a terrorist group which did not represent the legitimate aspirations of the Palestinian people and that Hamas had to be stopped. She informed the House of her recent visit to Israel at the invitation of the Knesset, during which she had expressed Parliament's solidarity and underlined that Israel's response to the attack mattered to everyone. The President reiterated that Parliament had always been, and would always be, in favour of a just and equitable two-state solution. She called for the unconditional release of hostages, for humanitarian aid to be provided, for civilians not to be targeted, for safe corridors to be maintained, for continued dialogue with the legitimate representatives of the Palestinian people and for regional actors to de-escalate tensions in the region and neighbouring areas.
The President spoke of the murder of Dominique Bernard, a teacher, the previous Friday, and the solemn three-year anniversary of the murder of Samuel Paty, also a teacher, in France. She emphasised that these events had to strengthen our resolve to fight tirelessly against terrorism. The President expressed Parliament's solidarity with the victims and their loved ones.
The President reminded the House of the sixth anniversary of the murder of Daphne Caruana Galizia, a Maltese journalist who had exposed corruption and organised crime.
4. Approval of the minutes of the previous sitting
The minutes of the previous sitting were approved.
5. Composition of Parliament
Agnès Evren and Yannick Jadot had been elected to the French Senate with effect from 24 September 2023.
Parliament noted that, in accordance with Article 7(2) of the Act of 20 September 1976 concerning the election of the members of the European Parliament by direct universal suffrage, the office concerned was incompatible with that of Member of the European Parliament. In accordance with Rule 4(1) and (4), Parliament declared that the two seats would fall vacant with effect from 24 September 2023.
Simone Schmiedtbauer had been appointed to the Provincial Government in Styria, Austria, with effect from 17 October 2023.
Parliament noted that, in accordance with Article 7(3) of the Act of 20 September 1976 concerning the election of the members of the European Parliament by direct universal suffrage, the office concerned was incompatible with that of Member of the European Parliament. In accordance with Rule 4(1) and (4), Parliament declared that the seat would fall vacant with effect from 17 October 2023.
The competent French authorities had notified the President of the election of Laurence Sailliet and Lydie Massard to replace Agnès Evren and Yannick Jadot with effect from 24 September 2023.
Parliament took due note of their election.
Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously declared in writing that they did not hold any office incompatible with that of Member of the European Parliament, Laurence Sailliet and Lydie Massard would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.
6. Composition of Parliament's political bodies
Christophe Hansen had tendered his resignation as Quaestor of the European Parliament with effect from 12 October 2023.
Michal Šimečka had tendered his resignation as Vice-President of the European Parliament with effect from 17 October 2023.
The President stated that Parliament would elect a new Vice-President and a new Quaestor to replace Michal Šimečka and Christophe Hansen respectively.
The election would take place at noon on Wednesday 18 October 2023. Nominations were to be submitted by 19.00 on Tuesday 17 October 2023.
7. Composition of committees and delegations
The Verts/ALE Group had notified the President of the following decision changing the composition of the committees and delegations:
