By its action under Article 263 TFEU, the applicant seeks the annulment in part of Note ORG.1.A/1123/23 of 14 July 2023 establishing the list of officials in function group AST (grades 1 to 5) promoted in the 2023 exercise, in so far as it departs from the proposal relating to promotions to grade AST 5 submitted by the competent Advisory Committee on Promotion to the Director-General for Organisational Development and Services of the Council.

1.	Dismisses the action;

2.	Orders La Maison de l’Union syndicale to pay the costs.
