The Court:

1.

Annuls Commission Delegated Regulation (EU) No 275/2014 of 7 January 2014 amending Annex I to Regulation (EU) No 1316/2013 of the European Parliament and of the Council establishing the Connecting Europe Facility;

2.

Orders that the effects of Delegated Regulation No 275/2014 be maintained until the entry into force, within a reasonable period, which may not exceed six months from the date of delivery of the present judgment, of a new act intended to replace it;

3.

Orders the European Commission to pay the costs;

4.

Orders the Council of the European Union to bear its own costs.
