Annuls the decision 23 January 2008, by which the selection board of competition EPSO/AD/56/06 dismissed Mr Bartha’s application for reconsideration of the decision of that selection board rejecting the applicant's candidature; |

Dismisses the remainder of the application; |
3. |
Orders the European Commission to bear all of the costs. |
