Objective of aid: 1. The primary objective of the aid is to encourage the creation and development of non-profit associations promoting quality designations for agri-food products. 2. The following secondary objectives may be highlighted: to offer the consumer added value, enhancing guarantees in terms of the quality, safety and wholesomeness of the agri-food products and respect for the environment. Article 9(2)(b) of Regulation (EC) No 1857/2006: aid to producer associations responsible for the supervision of protected geographical indications and designations. Eligible costs: those relating to introduction and development.

Article 14(2) of Regulation (EC) No 1857/2006: eligible costs: those relating to encouraging quality agricultural products.

Article 15(2) of Regulation (EC) No 1857/2006: eligible costs: those relating to technical support required by the producer associations

Annual expenditure planned under the scheme or overall amount of individual aid granted to the company: EUR 2 404 000 for 2007. In accordance with estimates for 2008, 2009, 2010, 2011, 2012 and 2013, it is planned to increase this amount to up to EUR 5 600 000 for each financial year

Maximum aid intensity: The subsidies granted to finance the eligible activities will not exceed the ceilings in Article 14 of Regulation (EC) No 1857/2006. In other words, the total amount of subsidy granted by the public administrations may be up to 100 per cent of the cost of each of the eligible activities and may in no case exceed the budgetary amounts available. The eligible activities are:

Date of implementation: Following the publication and entry into force of the draft Royal Decree establishing the regulatory framework for the granting of subsidies to encourage the production of agri-food products which are of differentiated quality and animal origin

Duration of scheme or individual aid award: Until 31 December 2013. Proposals for aid will be invited annually

Objective of aid: To encourage the production and marketing of agri-food products which are of differentiated quality and animal origin. The purpose of encouraging such programmes is to increase the range of quality agri-food products which meets consumer demand and enhances consumer confidence in the consumption of agri-food products of livestock origin.

This falls under the following letters of Article 14(2) of Regulation (EC) No 1857/2006:

Article 14(2)(a): Technical support for market research and for the conception and design of agri-food products which are of differentiated quality and animal origin,

Article 14(2)(b): Introduction of differentiated-quality production programmes,

Article 14(2)(c): Personnel training specifically relating to the differentiated-quality production programme,

Article 14(2)(d): Certification of the quality-production programmes introduced

Sector(s) concerned: The purpose of the aid is to encourage agri-food products of differentiated quality and animal origin, such as meat, milk, eggs, honey and land snails for human consumption, obtained from production animals which come from holdings participating in differentiated-quality production programmes and which have been reared in accordance therewith. Consequently, the livestock sectors affected are those for beef and veal, dairy cattle, sheep meat, milk ewes, goat meat, goat milk, pigs, horse meat, poultry meat, laying poultry, bees and snails

Other information: The subsidies will be compatible with any others which may be granted by other public administrations, national/international public bodies attached or subordinate thereto, or by other private natural or legal persons. In any event, if the expenditure actually incurred were less than that initially budgeted, or other aid were obtained which, when cumulated, exceeded the financing percentages, the decision will be modified and the aid reduced in proportion to that granted in the relevant decision, whereby, provided there is budgetary availability, the amounts may be readjusted in line with the applications received, which will have to justify the activities

additional aid may be granted at a rate of up to 100 % to cover the extra costs incurred by using traditional materials necessary to maintain the heritage features of buildings.

3.   Aid towards the payment of insurance premiums:

the level of municipal co-financing is the difference between the level of co-financing of insurance premiums from the national budget and up to 50 % of eligible costs of insurance premiums for insuring crops and fruit and for insuring livestock against disease.

4.   Aid for land reparcelling:

up to 100 % of actual legal and administrative costs incurred.

5.   Aid to encourage the production of quality agricultural products:

up to 100 % of actual costs incurred; this is to be provided in the form of subsidised services and must not involve direct payments of money.

6.   Provision of technical support:

up to 100 % of the costs incurred; this is to be provided in the form of subsidised services and must not involve direct payments of money to producers

Annual expenditure planned under the scheme or overall amount of individual aid granted to the company: Overall amounts of aid payable under this scheme is dependent on the level of disease which, in turn, determines the numbers of reactors disclosed and holdings restricted with Bovine TB and Brucellosis. In view of this, it is not possible to predict the level of expenditure over the period 2007-2013. Accordingly, the figures given below for planned expenditure are based on current disease levels and expected expenditure in 2007:

Duration of scheme or individual aid award: The Hardship Grant scheme is implemented on an on going basis as it is directly linked to the level of TB and Brucellosis disease in Ireland. This scheme will remain in place until these two diseases have been eradicated.

Objective of aid: To compensate farmers for losses arising from the disclosure and removal of animals deemed to be Tuberculosis or Brucellosis reactors. The Hardship Grant is designed to cover additional feed costs arising during restriction periods running from 1 November to 30 April.

To discourage the non-disclosure of disease.

This aid is provided in accordance with Article 10(2) of Regulation (EC) No 1857/2006 — Aid in respect of animal and plant disease and pest infestations

3.   Aid towards the payment of insurance premiums:

the difference between the amount of co-financing of insurance premiums from the national budget and up to 50 % of eligible costs of insurance premiums for insuring crops and fruit and for insuring livestock against disease.

4.   Provision of technical support in the agricultural sector:

up to 100 % of costs concerning education and training of farmers, consultancy services, the organisation of forums, competitions, exhibitions and fairs, publications, catalogues and websites, and the dissemination of scientific knowledge. The aid is to be granted in the form of subsidised services and must not involve direct payments of money to producers
