The scheme is to be organized in rounds, one beginning in Febryary 2003 and the others later during the lifetime of the Regional Operational Programmmes (2000-2006). Public expenditure is estimated at EUR 200 000 000.

Maximum aid intensity

State aid scheme to sme's for the regional operational programmes 2000-2006

(maximum aid intensities are in conformity with the approved ‘regional aid map’ and ‘the SME Regulation 70/2001’ and expressed in NGE, the above ceiling of regional investment aid will not be exceeded by more than 15 % as all areas are covered by Article 87(3)(a) and according to Article 4(3)(b) of ‘SME Regulation (EC) No 70/2001’

This schema applies to SME's in the Regional Operational Programs for the CSF 2000-2006 in manufacturing, only for investments relating to:

the setting up of a new investment, the extension of an establishment, modernization (no setting up is provided in the Region of Attiki with the exception of islands and the province of Trizoinia and in the Prefecture of Thessalonica)

modernization of administrative procedures

relocating for environmental reasons

environmental protection & energy saving

development of innovation

quality assurance

application of R&D in the production

information technology products development

Aid may be granted under the scheme from February 2003.

Indicate the date (year and month) until which aid may be granted under the scheme: 31 December 2006, under the provision of any extension of the period for granting eligible expenses by the EU .

Objective of aid

The aim is to provide state aid scheme to small and very small manufacturing enterprises SME's, as defined in the Commission Recommendation of 3 April 1996, in the Regional Operational Programs of the CSF 2000-2006, through support for good quality projects, which provide sustainable new investments as well as safeguarding retaining jobs and or creating sustainable new jobs.

The aid provides assistance for firms investing in the acquisition of new machinery and plant, building work, plans and studies and the acquisition of patents and licences aimed at setting up new plants, expanding existing plants and launching an activity involving a change in the product or production process in an existing plant.

The aid in question, which is consistent with aid to SMEs (according to the Community definition of small and medium-sized enterprises), is applicable to the region as a whole, the aid ceilings being defined in the Community rules applicable to SMEs in Objective 2 areas under Regulation (EC) No 1260/1999 and in the phasing-out areas.

Other information

The aid is granted in the form of a tax credit. In order to benefit from the investment aid provided for by the scheme, beneficiaries must satisfy the following requirements:

the investment projects must be technically, financially and economically viable; firms in difficulty are not eligible; replacement investments are not covered by the scheme; aid to initial investment is granted provided the investment covers a minimum period of five years; projects must be financed through an injection of own resources, net of any aid, equivalent to at least 25 % of the amount of the productive investment to be aided.

Aid where the eligible expenditure exceeds EUR 25 million or where the actual aid exceeds EUR 12 million must be specifically notified to the Commission under Article 88(3) of the Treaty.

The rules on the operation of this scheme provide that applications for aid (or more specifically applications to earmark funding) should be submitted by the firms within six months of issuing the purchase order or signature of the contracts for the investments concerned. Payment of the aid is dependent on the investments actually being made, the admissible costs corresponding to the total value of the costs invoiced.

The aid cannot be combined with other aid schemes.
