Article 1a

This Directive shall not apply to exclusively cargo-carrying vessels engaged in trade between ports situated in different Member States.

The services referred to in Article 1(1) cover those carried out by passenger ships. A 'passenger ship¨ shall mean a sea-going vessel which carries more than 12 passengers. However, drivers or co-drivers of commercial road or rail vehicles who travel with their vehicles in their professional capacity, shall for the purpose of this Directive not be counted as passengers.

Article 3a

The Council and the European Parliament, acting in codecision on a proposal from the Commission, shall adopt before 31 December 1999 a decision establishing an action programme at European Union level for attracting young people to the maritime profession, including specific training targets, as well as the resources for funding that programme.

Article 6a

The Commission shall submit a report to the Council and the European Parliament on the implications which may result from the implementation of this Directive.

The European Parliament,

- having regard to the Commission proposal to the Council, COM(98)0251 - 98/0159(SYN) ((OJ C 213, 9.7.1998, p. 17.)),

- having been consulted by the Council pursuant to Article 189c and Article 84(2) of the EC Treaty (C4-0424/98),

- having regard to Rule 58 of its Rules of Procedure,

- having regard to the report of the Committee on Transport and Tourism and the opinion of the Committee on Employment and Social Affairs (A4-0075/99),

1. Approves the Commission proposal, subject to Parliament's amendments;

2. Calls on the Commission to alter its proposal accordingly, pursuant to Article 189a(2) of the EC Treaty;

3. Calls on the Council to incorporate Parliament's amendments in the common position that it adopts in accordance with Article 189c(a) of the EC Treaty;

4. Calls for the conciliation procedure to be opened should the Council intend to depart from the text approved by Parliament;

5. Asks to be consulted again should the Council intend to make substantial modifications to the Commission proposal;

6. Instructs its President to forward this opinion to the Council and Commission.
