On 15 February 2010, the Council adopted Decision 2010/96/CFSP, which established a European Union military mission to contribute to the training of Somali security forces (EUTM Somalia).

Pursuant to Article 5(1) of Decision 2010/96/CFSP, the Political and Security Committee (PSC) is to exercise the political control and strategic direction of EUTM Somalia, and is authorised by the Council to take the relevant decisions in accordance with Article 38 of the Treaty on European Union, including decisions on the appointment of the EU Mission Force Commander for EUTM Somalia.

On 14 March 2023, the PSC adopted Decision (CFSP) 2023/615 (2), appointing Brigadier General Fulvio POLI as EU Mission Force Commander for EUTM Somalia from 23 March 2023.

On 17 May 2024, the Italian military authorities proposed the appointment of Brigadier General Giuseppe ZIZZARI to succeed Brigadier General Fulvio POLI as EU Mission Force Commander for EUTM Somalia (the ‘proposed appointment’).

On 4 June 2024, the EU Military Committee supported the proposed appointment and agreed that the PSC appoint Brigadier General Giuseppe ZIZZARI as EU Mission Force Commander for EUTM Somalia from 11 July 2024.

A decision on the appointment of Brigadier General Giuseppe ZIZZARI as EU Mission Force Commander for EUTM Somalia should be taken.

Decision (CFSP) 2023/615 should be repealed,
