++++ Declaration by the Government of the Federal Republic of Germany on the definition of the term " nationals " As to the Federal Republic of Germany , the term " nationals " , wherever used in the Act of Accession and in the Annexes thereto , is to be understood to refer to " Germans as defined in the Basic Law of the Federal Republic of Germany " .
