Vacancy notice for a Director function (AD 14) — Luxembourg

We are
The Directorate-General for Informatics (DIGIT) (http://ec.europa.eu/dgs/informatics/index_en.htm) of the European Commission is responsible for the management and coordination of information and telecommunication technology for the Commission’s services and, in particular, for identifying, articulating and implementing a modern and dynamic corporate Information Technology vision and a strategy which is fully aligned with the Commission’s overall priorities, in close cooperation with the IT governance structures.
Currently DIGIT is in the process of a re-organization which is envisaged to be concluded in spring 2017 and which will change the organizational structure of the office and include a new Directorate D ‘Digital Services’. Director D will be responsible for Digital Services for Public Administrations in the Member States. In particular, (s)he will drive the establishment of the Digital Pole (in close cooperation with DG CONNECT), fostering a positive momentum to attract talent to Luxembourg in crucial areas for business and policies. Building on the achievements of the ISA Programme, the new Directorate D will focus on topics such as big data, data analytics, standardisation, metadata (D1), interoperability frameworks, cross border and cross sector public services for public administrations, businesses and citizens (D2) and trans-European services (D3).
We propose
Within DIGIT, the role of the Director will be to provide overall strategic orientation and management of the Directorate, with specific responsibilities for outward looking initiatives and actions within the framework set by the Directorate-General’s mission statement and annual work programme.
Digital Pole Establishment Team: A small team reporting directly to the Director will be responsible for establishing and developing the Digital Pole in Luxembourg in the time frame up to 2020. The Digital Pole will be developed in close cooperation with DG Connect and other leading DGs such as OP, ESTAT and JRC. The Directorate will in this regard take a leading role in making the Commission a force for digital growth in Europe by enhancing Luxembourg’s position as a platform for digital innovation in high performance IT infrastructures, big data tools and analytics, public sector modernisation and IT solutions.
One Unit in the Directorate will be responsible for developing and integrating an area in increasingly high demand related to data analytics and information and knowledge management (including collaboration tools), especially as regards big data, both for the Commission’s own use and in the public sector. This is an emerging area with high potential and will be formed from the merging of existing capabilities. It will require close cooperation with external and internal Commission stakeholders as well as intensive cooperation with DG CONNECT.
Director D will also manage the ISA2 programme (http://ec.europa.eu/isa/) which facilitates effective cross-border and cross-sector information exchange between public administrations in the Member States. The ISA programme contributes to the Commission’s eGovernment activities whose target is efficiency through new, innovative and more effective digital services under the Digital Single Market.
The Director chairs the ISA2 Coordination group and guides the interoperability policy formulation, communication and implementation with Member State administrations.
The Trans European Systems Unit will be responsible for the secure and high availability provision of the TESTA-ng network service (Trans European Services for Telematics between Administrations) which is the European backbone network for data exchange between a wide variety of public administrations.
The network uses the internet Protocols (IP) to ensure universal reach, but is operated by the European Commission separately from the internet. In addition to providing guaranteed performance and high levels of security, it has connections with all the EU Institutions and national networks. It caters for the exchange of both unclassified and classified information.
The Director represents the Director-General in external and internal events relevant to the Directorate.
The Director is based in Luxembourg just as the majority of its units.

Candidates must (eligibility criteria)
Candidates will be considered for the selection phase on the basis of the following formal criteria to be fulfilled by the deadline for applications:
Nationality: candidates must be a citizen of one of the EU Member States of the European Union.
University degree or diploma: candidates must have:
(i) |
either a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is 4 years or more; |
(ii) |
or a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least 1 year when the normal period of university education is at least 3 years (this one year’s professional experience cannot be included in the postgraduate professional experience required below). |
Professional experience: candidates must have at least 15 years’ postgraduate professional experience at a level to which the qualifications referred to above give admission.
Management experience: at least 5 years of that professional experience must have been gained in a management function at high level (1) and should be in direct relation to a field relevant for this position.
Languages: have a thorough knowledge of one of the official languages of the European Union (2) and an adequate knowledge of another of these official languages. Selection panels will verify during the interview(s) whether candidates comply with the requirement of a satisfactory knowledge of another official EU language. This may include part of the interview being conducted in this other language.
Age limit: not yet have reached regular retirement age, which for officials of the European Union is defined as being the end of the month in which the person reaches the age of 66 years (see Article 52 lit (a) of the Staff Regulations) (3).
Independence and declaration of interests
Before taking up their duty, candidates are required to make a declaration of their commitment to act independently in the public interest and of any interests, which might be considered prejudicial to their independence.
Appointment and conditions of employment
The European Commission will select and appoint the Director according to its selection and recruitment procedures (see also the Compilation Document on Senior Officials Policy (4)). As part of this selection procedure, candidates who have been invited for an interview by the Commission’s Consultative Committee on Appointments will have to participate, beforehand, in an assessment centre run by external recruitment consultants.
For functional reasons and in order to complete the selection procedure as quickly as possible in the interest of the candidates as well as that of the institution, the selection procedure will be carried out in English and/or French only (5).
Salaries and conditions of employment are those laid down in the Staff Regulations for AD 14 grade officials of the European Union. Candidates should note the requirement under the Staff Regulations for all new staff to complete successfully a 9-month probationary period.
The Director is based in Luxembourg.
