The All-Russian Children’s Centre “Scarlet Sails” is a federal state educational institution under Russia’s Ministry of Education, located in occupied Crimea.

The Centre’s programs are organised in coordination with occupation authorities and Russian federal bodies. Ukrainian children are subjected to pro-Russian indoctrination, including patriotic events, ideological education, and military-oriented activities.

Therefore, All-Russian Children’s Centre “Scarlet Sails” is implementing actions and policies contributing to the forced assimilation, including indoctrination, of Ukrainian minors.
