COMMISSION IMPLEMENTING REGULATION (EU) 2026/900
of 24 April 2026
granting a Union authorisation for the biocidal product family ‘Lactic Acid Product Family’ in accordance with Regulation (EU) No 528/2012 of the European Parliament and of the Council

THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) No 528/2012 of the European Parliament and of the Council of 22 May 2012 concerning the making available on the market and use of biocidal products (1), and in particular Article 44(5), first subparagraph, thereof,
Whereas:

On 25 April 2019, Reckitt Benckiser Production (Poland) Sp z o.o. submitted an application to the European Chemicals Agency (‘the Agency’) in accordance with Article 43(1) of Regulation (EU) No 528/2012 for Union authorisation of a biocidal product family named ‘Lactic Acid Product Family’ of product-types 2 and 4, as described in Annex V to that Regulation, providing written confirmation that the competent authority of Germany had agreed to evaluate the application. The application was recorded under case number BC-CW051239-18 in the Register for Biocidal Products. |

‘Lactic Acid Product Family’ contains L-(+)-lactic acid as the active substance included in the Union list of approved active substances referred to in Article 9(2) of Regulation (EU) No 528/2012 for product-types 2 and 4. |

(3) |
On 25 February 2025, the evaluating competent authority submitted, in accordance with Article 44(1) of Regulation (EU) No 528/2012, an assessment report and the conclusions of its evaluation to the Agency. |

(4) |
On 29 September 2025, the Agency submitted to the Commission its opinion (2), the draft summary of the biocidal product characteristics (‘SPC’) of ‘Lactic Acid Product Family’ and the final assessment report on the biocidal product family, in accordance with Article 44(3) of Regulation (EU) No 528/2012. |

The opinion concludes that ‘Lactic Acid Product Family’ is a biocidal product family within the meaning of Article 3(1), point (s), of Regulation (EU) No 528/2012, that it is eligible for Union authorisation in accordance with Article 42(1) of that Regulation and that, subject to compliance with the draft SPC, it meets the conditions laid down in Article 19(6) of that Regulation. |

On 24 October 2025, the Agency transmitted to the Commission the draft SPC in all the official languages of the Union in accordance with Article 44(4) of Regulation (EU) No 528/2012. |
|
(7) |
The Commission concurs with the opinion of the Agency and considers it therefore appropriate to grant a Union authorisation for ‘Lactic Acid Product Family’. |
|
(8) |
The measures provided for in this Regulation are in accordance with the opinion of the Standing Committee on Biocidal Products, |
HAS ADOPTED THIS REGULATION:
Article 1
A Union authorisation with authorisation number EU-0035808-0000 is hereby granted to Reckitt Benckiser Production (Poland) Sp z o.o. for the making available on the market and use of the biocidal product family ‘Lactic Acid Product Family’ in accordance with the summary of the biocidal product characteristics set out in the Annex.
The Union authorisation is valid from 17 May 2026 until 30 April 2036.
Article 2
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.

Pre-clean surface. Apply by spraying directly onto the surface, make sure to wet the surface completely and allow to act for the required contact time. Wipe after contact time and rinse. |

Residues of the biocidal product must be disposed of in accordance with the Waste Framework Directive (2008/98/EG) and the European Waste Catalogue (EWC) as well as national and regional regulations. |

5. GENERAL DIRECTIONS FOR USE OF THE META SPC 2
5.1. Instructions for use

Pre-clean surface. Apply by spraying directly onto the surface, make sure to wet the surface completely and allow to act for the required contact time. Wipe after contact time and rinse. |

For use at room temperature. |

Residues of the biocidal product must be disposed of in accordance with the Waste Framework Directive (2008/98/EG) and the European Waste Catalogue (EWC) as well as national and regional regulations. |

5. GENERAL DIRECTIONS FOR USE OF THE META SPC 3
5.1. Instructions for use

1. |
Pre-clean surface. Apply by spraying directly onto the surface, make sure to wet the surface completely and allow to act for the required contact time. Wipe after contact time and rinse. |
|
2. |
For use at room temperature. |
|
3. |
Inform the authorisation holder if the treatment is ineffective. |
5.2. Risk mitigation measures
|
1. |
Wear protective chemical resistant gloves meeting the requirements of European Standard EN 374, or equivalent during product handling phase (glove material to be specified by the authorisation holder within the product information). |
|
2. |
Wear eye protection meeting the requirements of European Standard EN 16321, or equivalent during application. This is without prejudice to the application of Council Directive 98/24/EC and other Union legislation in the area of health and safety at work. See section 6 for the full references to this act and the European Standards. |
|
3. |
Children, pets/non-target animals should not be present during disinfection and until the surface is dry. |
5.3. Particulars of likely direct or indirect effects, first aid instructions and emergency measures to protect the environment
|
1. |
IF SWALLOWED: Immediately rinse mouth. Give something to drink, if exposed person is able to swallow. Do NOT induce vomiting. Call 112/ambulance for medical assistance. |
|
2. |
IF ON SKIN: Immediately wash skin with plenty of water. Thereafter take off all contaminated clothing and wash it before reuse. Continue to wash the skin with water for 15 minutes. Call a POISON CENTRE or a doctor. |
|
3. |
IF IN EYES: Immediately rinse with water for several minutes. Remove contact lenses, if present and easy to do. Continue rinsing for at least 15 minutes. Call 112/ambulance for medical assistance. Information to Healthcare personnel/doctor: The eyes should also be rinsed repeatedly on the way to the doctor if eye exposure to alkaline chemicals (pH > 11), amines and acids like acetic acid, formic acid or propionic acid |

Residues of the biocidal product must be disposed of in accordance with the Waste Framework Directive (2008/98/EG) and the European Waste Catalogue (EWC) as well as national and regional regulations. |

Leave biocidal products in original containers. Do not mix with other wastes. Containers containing residues of the product have to be handled accordingly. |

Application Rate: For floor wipes with a grammature of 70 g/m2 and a size of 205-225mm x 265-275mm: approx. 2 wipes/m2. For other wipes: approx. 6 wipes/m2. The wipe should be replaced as frequently as needed to ensure complete wetting of the surface. Contact time: In private and public areas not associated with food and feed: Bacteria and enveloped viruses – 5 minutes, Yeasts - 15 minutes. In areas for food handling (e.g. kitchens): Bacteria, yeasts and enveloped viruses – 15 minutes. Ready-to-use Number and timing of application: Product shall be used as required which may be multiple times a day. |

Pre-clean surface. Apply using pre-treated wipes, make sure to wet the surface completely and allow to act for the required contact time. No rinsing required. |
