COUNCIL DECISION (CFSP) 2025/960
of 20 May 2025
amending Decision (CFSP) 2018/1544 concerning restrictive measures against the proliferation and use of chemical weapons
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on European Union, and in particular Article 29 thereof,
Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,
Whereas:

On 15 October 2018, the Council adopted Decision (CFSP) 2018/1544 (1) concerning restrictive measures against the proliferation and use of chemical weapons. |

On 18 November 2024 and 14 February 2025, the Organisation for the Prohibition of Chemical Weapons (OPCW) issued reports from two Technical Assistance Visits confirming the presence of the riot control agent CS and related compounds in the samples collected, pointing to a pattern of riot control use as a method of warfare on the front-lines in Ukraine, which is prohibited under Article I, paragraph 5, of the Chemical Weapons Convention. |

In that context and in view of the continued threat posed by the proliferation and use of chemical weapons, three entities should be included in the list of natural and legal persons, entities and bodies subject to restrictive measures set out in the Annex to Decision (CFSP) 2018/1544. |

Decision (CFSP) 2018/1544 should therefore be amended accordingly, |
HAS ADOPTED THIS DECISION:
Article 1
The Annex to Decision (CFSP) 2018/1544 is amended in accordance with the Annex to this Decision.
Article 2
This Decision shall enter into force on the date of its publication in the Official Journal of the European Union.

The Radiological, Chemical and Biological Defence Troops are the competent entity in the Russian Armed Forces in charge of chemical and biological warfare. In this capacity, the Radiological, Chemical and Biological Defence Troops are involved in the Russian Federation’s use of chemical weapons. These include riot control agents, such as CS gas, which have been used as a method of warfare by Russian forces in Ukraine, in breach of Article I, paragraph 5, of the Chemical Weapons Convention, to which Russia is a State Party. The use of CS gas has been confirmed by reports published in November 2024 and February 2025 by the Organisation for the Prohibition of Chemical Weapons (OPCW), following Technical Assistance Visits in Ukraine. Thus, the Radiological, Chemical and Biological Defence Troops are involved in the use of chemical weapons. |
