We are
The Directorate-General for the Information Society and Media (Information Society and Media DG) supports the development and use of Information and Communication Technologies (ICT) for the benefit of all citizens. Our role is to steer the Digital Agenda for Europe (DAE) emphasising ICT as a driver for growth and jobs. The DG has about 1 200 staff members and manages an annual budget of EUR 1,4 billion.
The role of Directorate B ‘Electronic Communications Policy’ is to enable and promote the development of an open and competitive internal market for communication networks and services. This is a major contribution to the DAE, which leads to growth, innovation and efficiency of this sector as well as to consumer benefits. Electronic communication services include fixed, mobile and satellite telecommunications and broadcasting, with the exception of content provision.
The Directorate:

has overall responsibility in defining policy and regulation at the European Union (EU) level in the field of electronic communications. This includes:
|
|
— |
monitors and enforces implementation of EU legislation in the electronic communications field in all Member States, |
|
— |
plays a fundamental role in respect of bodies, groups and committees created under the regulatory framework for electronic communications: the Body of European Regulators for Electronic Communications (BEREC) and its Office, the Radio Spectrum Policy Group (RSPG), the Communications Committee (COCOM) and the Radio Spectrum Committee (RSC), |
|
— |
assesses draft national regulatory measures as set out by the regulatory framework in Article 7 of the Framework Directive for electronic communications. |
Directorate B is composed of five Units and an Operations Sector reporting to the Director, has a total workforce of about 100 people and manages a budget of some EUR 3 million.
We propose
The Director's duties (subject to structural adjustments in the period before an appointment is made) include:

formulating the strategy and policies of the Directorate, within the broader context of the vision and policies of the Directorate-General and the DAE, |
|
— |
ensuring effective planning (including the establishment of the work programme) and management of the Directorate, including quality standards, monitoring of deadlines, workflow, progress and fulfilment of objectives, |
|
— |
coordinating the activities of the different Units within the Directorate while ensuring their coherence and maximising their effect as part of the broader policies of the the EU/European Commission (Commission), |
|
— |
assuring effective planning, implementation and management of the human resources of the Directorate, in view of optimising the use and allocation of these resources, |
|
— |
ensuring the effective planning, implementation and management of the budget resources throughout the Directorate and contributing to the development of the budgetary and financial resource management policies of the Directorate-General within the overall Commission policy framework, |
|
— |
representing the Commission in interinstitutional discussions, committees and at relevant events; representing the Directorate and/or Directorate-General in relevant working groups and internal meetings, |
|
— |
representing the Directorate and/or Directorate-General in international forums, |
|
— |
liaising and maintaining regular contacts with external bodies and relevant internal services of the Commission in relation with the sphere of action of the Directorate. |
We look for (selection criteria)
Preference will be given to candidates who:

— |
have a very good understanding and knowledge of information society policies and activities, in particular in the electronic communications area, as well as of EU policies in general, including areas such as the single market, EU2020, competition or consumer protection policy, |
|
— |
have a high conceptual ability, with the capacity to lead a dynamic policy process of change and to think freshly and strategically about the evolution of the different policies and activities covered by the Directorate, |
|
— |
have shown strong achievements as a leader, manager and communicator, involving the management of large teams and preferably also the management of financial resources at high level, |
|
— |
have a proven experience in policy formulation and/or regulatory monitoring and enforcement, gained in a high-level position, |
|
— |
have an excellent ability to ensure effective and dynamic coordination and management both internally and externally. |
Candidates must (eligibility criteria)
|
1. |
be a citizen of one of the Member States of the EU; |
|
2. |
have:
|
|
3. |
have at least 15 years' postgraduate professional experience at a level to which the qualifications referred to above give admission. At least 5 years of that professional experience must have been gained in a management function at high level (3) and should be in direct relation to a field relevant for this position; |
|
4. |
have a thorough knowledge of one of the official languages of the EU as defined in Article 1 of Regulation No 1 of 1958 (4) and an adequate knowledge of another of these official languages; |
|
5. |
not yet have reached regular retirement age, which for officials of the EU is defined as being the end of the month in which the person reaches the age of 65 years (see Article 52 lit (a) of the Staff Regulations). |
Independence and declaration of interests
Candidates are required to confirm their willingness to make a declaration of their commitment to act independently in the public interest and a declaration of any interests which might be considered prejudicial to their independence.
Appointment and conditions of employment
The Director will be selected and appointed by the Commission according to its selection and recruitment procedures (see also the Compilation Document on Senior Officials Policy (5)). As part of this selection procedure, candidates who have been called for an interview with the Commission's Consultative Committee on Appointments will have to go through, beforehand, an assessment centre run by external recruitment consultants.
The successful candidate will be recruited as an official at grade AD 14; salaries and conditions of employment are those laid down in the Staff Regulations of Officials of the European Union. Under the Staff Regulations, all new staff have to complete successfully a 9-month probationary period.

To complete your application, you will need to upload a CV in WORD or PDF format and to fill out, online, a letter of motivation (maximum 8 000 characters). Both the CV and letter must be written in English, French or German.
Once you have finished your online registration, you will see on-screen a registration number that you must write down and remember — this will be your reference number in all matters concerning your application. When you receive this number, the registration process is finished — it is a confirmation that we have registered the data you entered. If you do not receive a number, your application has not been registered!
Please note that it is not possible to monitor the progress of your application online. You will be contacted directly by the Commission regarding the status of your application.
The selection process, including correspondence with selection panels during this selection procedure will be carried out in English, French and/or German only (7).

All subsequent communication between the Commission and you will be by post. In this case, you must enclose with your application a certificate attesting your disability, issued by a recognised body.
