1.   Resumption of the session

The session adjourned on Wednesday 29 January 2025 was resumed.

2.   Opening of the sitting

The sitting opened at 17:03.

3.   Statements by the President

The President made a statement to apologise, on behalf of Parliament, for the incident that had taken place on 29 January 2025 during Parliament's formal sitting to mark International Holocaust Remembrance Day (minutes of 29.1.2025, item 4). She said that appropriate consequences would follow.

She then made a statement to mark three years since Russia's invasion of Ukraine.

The President also mentioned the shooting that had taken place the previous Tuesday at a school in Örebro, Sweden. It had been the worst in the country's history and had claimed innocent lives and shattered families.

Parliament observed a minute's silence in memory of the victims.

4.   Approval of the minutes of the previous sittings

The minutes of the sittings of 23 and 29 January 2025 were approved.

5.   Penalties

Pursuant to Rules 10 and 183 of the Rules of Procedure, and after taking into account the observations of the Member concerned, the President had decided to impose a penalty on Grzegorz Braun for disrupting the sitting of 27 November 2024 by repeatedly using offensive and discriminatory language in the framework of the debate on recent legislation targeting LGBTQI persons (minutes of 27.11.2024, item 13).

This penalty consisted of the forfeiture of the entitlement to the daily subsistence allowance for a period of two days, as well as a temporary suspension from participation in all the activities of Parliament for a period of two days on which Parliament met, starting from 10 February 2025, without prejudice to the right to vote in plenary and subject to strict compliance with the Members' standards of conduct.

The Member concerned had been notified of the decision and had not launched an internal appeal with the Bureau pursuant to Rule 184. The penalty was therefore final.

6.   Composition of committees and delegations

The ECR, Verts/ALE and ESN groups and non-attached Members had notified the President of the following decisions changing the composition of the committees and delegations:

Delegation for relations with the countries of Central America, including the EU-Central America Parliamentary Association Committee: Nora Junco García to replace Roberts Zīle

The decisions took effect as of that day.

7.   Negotiations ahead of Parliament's first reading (Rule 72)

The committees responsible had decided to enter into interinstitutional negotiations pursuant to Rule 72 on the basis of the following report:

Requests for the decision to be put to the vote pursuant to Rule 72(2) could be made until midnight the following day, 11 February 2025.

Negotiations could start at any time after the expiry of that deadline if no request for a vote on the decision to enter into negotiations had been made.

8.   Negotiations ahead of the Council's first reading (Rule 73)

The committee responsible had decided to enter into interinstitutional negotiations pursuant to Rule 73:

The position adopted by Parliament at first reading constituted the mandate for the negotiations.

9.   Signature of acts adopted in accordance with the ordinary legislative procedure (Rule 81)

On 11 February 2025, the President of Parliament, together with the President of the Council, would sign the following act adopted under the ordinary legislative procedure:

Regulation of the European Parliament and of the Council on the European Health Data Space and amending Directive 2011/24/EU and Regulation (EU) 2024/2847 (00076/2024/LEX — C10-0008/2025 — 2022/0140(COD))

10.   Order of business

Monday

A debate on the ‘Situation in Sweden in the midst of the recent mass shooting in Örebro’, with one round of political group speakers, was added as the first point on the agenda as Parliament statements.

Tuesday

A formal sitting with an address by Ruslan Stefanchuk, Speaker of the Verkhovna Rada (Parliament of Ukraine), was added at 12:00. As a result, the voting session would start at 12:30.

Thursday

The Commission statement on the ‘EU-Mercosur trade agreement’ (item 57 on the final draft agenda) was moved to the first point on the agenda, whereas the debate on ‘Threats to EU sovereignty through strategic dependencies in communication infrastructure’ (item 37 on the final draft agenda) was moved to the second point on the agenda.

Parliament agreed to the proposals.

Wednesday

Request by the ESN Group to include, as the third item on the afternoon's agenda, a Commission statement on ‘Condemning all politically motivated violence, in particular the slingshot attack in Germany and other violent attacks in Europe’.

The sitting would therefore be extended until 23.00.
