1.   Resumption of the session

The session adjourned on Thursday 16 March 2023 was resumed.

2.   Opening of the sitting

The sitting opened at 15.04.

3.   Formal sitting — Ceremony on the 25th anniversary of the Good Friday Agreement

The President made an address to mark the 25th anniversary of the Good Friday Agreement.

Charles Michel (President of the European Council) and Ursula von der Leyen (President of the Commission) addressed the House.

The following spoke: David McAllister, on behalf of the PPE Group, Pedro Silva Pereira, on behalf of the S&D Group, Barry Andrews, on behalf of the Renew Group, Terry Reintke, on behalf of the Verts/ALE Group, Geert Bourgeois, on behalf of the ECR Group, Marco Campomenosi, on behalf of the ID Group, and Chris MacManus, on behalf of The Left Group.

4.   Statements by the President

The President expressed Parliament's concern at the passing of an anti-homosexuality bill in Uganda. She reaffirmed that Parliament was committed to defending people's right to live as they wished to live and love as they wished to love.

5.   Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.

6.   Requests for the defence of immunity

Stefano Maullu, a former Member, had sent the President a request for his privileges and immunities to be defended in the context of criminal proceedings pending before the public prosecutor's office in Venice, Italy.

Clara Ponsatí Obiols had sent the President a request for her privileges and immunities to be defended in the context of criminal proceedings pending in Spain.

Pursuant to Rule 9(1), the requests had been referred to the committee responsible, in this case the JURI Committee.

7.   Composition of committees and delegations

The Renew Group had notified the President of the following decisions changing the composition of the committees and delegations:

BUDG Committee: Katalin Cseh to replace Fabienne Keller

ENVI Committee: Karin Karlsbro

The decisions took effect as of that day.

8.   Negotiations ahead of Parliament's first reading (Rule 71)

The committees responsible had decided to enter into interinstitutional negotiations pursuant to Rule 71 on the basis of the following report:

JURI Committee — Proposal for a directive of the European Parliament and of the Council on the protection of the environment through criminal law and replacing Directive 2008/99/EC (COM(2021)0851 — C9-0466/2021 — 2021/0422(COD)) — Rapporteur: Antonius Manders (A9-0087/2023);

AGRI Committee — Proposal for a regulation of the European Parliament and of the Council amending Council Regulation (EC) No 1217/2009 as regards conversion of the Farm Accountancy Data Network into a Farm Sustainability Data Network (COM(2022)0296 — C9-0206/2022 — 2022/0192(COD)) — Rapporteur: Jérémy Decerle (A9-0075/2023).

In accordance with Rule 71(2), requests for the decisions to be put to the vote could be submitted until midnight the following day, 30 March 2023.

Negotiations could start at any time after the expiry of that deadline if no request for a vote on the decisions to enter into negotiations had been made.

9.   Interpretation of the Rules of Procedure

Pursuant to Rule 236(3), the President informed the House of the following interpretation of Rule 9(6), provided by the AFCO Committee, which had been consulted on the application of that provision:

‘Rule 216(1), second subparagraph, does not prevent the committee responsible from allowing the remote participation of the Member concerned in an immunity hearing in camera, in accordance with the principles the committee laid down pursuant to Rule 9(13), if that Member is, owing to exceptional and objective circumstances, unable to attend the hearing physically.’

If this interpretation was not contested by a political group or Members reaching at least the low threshold, pursuant to Rule 236(4), within 24 hours of being announced, it would be deemed to have been adopted. Otherwise, the interpretation would be put to the vote in the House.

10.   Order of business

The report by Joachim Kuhs on the ‘Nomination of a member of the Court of Auditors — Martin Klus’ (A9-0084/2023) would be withdrawn from the agenda following the withdrawal of Martin Klus' application for office.

The following spoke: Terry Reintke, on behalf of the Verts/ALE Group, who moved her group's request and stated that the new title was the result of a compromise with other groups, Brando Benifei, on behalf of the S&D Group, who confirmed that he accepted the compromise title, Jeroen Lenaers, on behalf of the PPE Group, who moved his group's request, and Nicola Procaccini, against the requests by the Verts/ALE and S&D groups.

Parliament approved the joint request of the Verts/ALE and S&D groups by roll-call vote (246 in favour, 173 against, 13 abstentions), with the title ‘The rights of children in rainbow families and same-sex parents, in particular in Italy’.

The sitting would therefore be extended until 21.00.

Request from The Left Group to include as the last item on the agenda a Commission statement on ‘Immediate measures to counter the impact of the interest rate increase decided by the ECB on households and workers’.

The following spoke: João Pimenta Lopes, on behalf of The Left Group, to move the request.

Parliament rejected the request by roll-call vote (191 in favour, 237 against, 4 abstentions).

Thursday

Request from The Left Group to include, as the first item on the agenda, a Commission statement on ‘The right to protest and the proportionate use of force by the police’. The debate would be wound up with the tabling of motions for resolutions to be put to the vote at the next part-session.

The sitting would therefore begin at 8.30.

Request by the PPE Group to include a Commission statement on ‘The worrying increase of violence from far-left groups, threatening rule of law and the right to safe demonstrations’ (without the tabling of motions for resolutions).

Request by the Renew Group to include a Commission statement on ‘Violence in politics: a growing threat to the right to protest, democracy and those who serve to protect it’ (without the tabling of motions for resolutions).

The following spoke: Manon Aubry, on behalf of The Left Group, who moved her group's request and explained that it was a joint request tabled alongside the S&D and Verts/ALE groups, François-Xavier Bellamy, on behalf of the PPE Group, and Guy Verhofstadt, on behalf of the Renew Group, who moved the requests from their respective groups.

Parliament rejected the request from The Left, S&D and Verts/ALE groups by roll-call vote (178 in favour, 237 against, 13 abstentions).

Guy Verhofstadt stated that he would withdraw his request.

Request by the Verts/ALE Group to include a Commission statement on ‘The rule of law in Greece’ in a joint debate with the Commission statement on ‘The rule of law report 2022 — The state of the rule of law in the European Union’. The debate would be wound up with the tabling of motions for resolutions to be put to the vote at the next part-session.

Parliament agreed to the request by the Verts/ALE Group by roll-call vote (237 in favour, 172 against, 7 abstentions).
