1.   Resumption of the session

The session adjourned on Thursday 26 January 2023 was resumed.

2.   Opening of the sitting

The sitting opened at 15.02.

3.   Approval of the minutes of the previous sittings

The minutes of the sittings of 19 January 2023 and 26 January 2023 were approved.

4.   Composition of committees and delegations

The S&D Group had notified the President of the following decisions changing the composition of the committees and delegations:

5.   Corrigendum (Rule 241)

The committee responsible had forwarded the following corrigendum to a text adopted by Parliament:

ENVI Committee — Corrigendum P9_TA(2022)0006(COR01) to Regulation (EU) 2022/123 of the European Parliament and of the Council of 25 January 2022 on a reinforced role for the European Medicines Agency in crisis preparedness and management for medicinal products and medical devices (OJ L 20, 31.1.2022, p. 1) — (position of the European Parliament adopted at first reading on 20 January 2022 with a view to the adoption of the above regulation P9_TA(2022)0006) — (COM(2020)0725 — C9-0365/2020 — 2020/0321(COD))

This corrigendum would be deemed approved unless a request for a vote was made within 24 hours, in accordance with Rule 241(4).

6.   Negotiations ahead of Parliament's first reading (Rule 71)

The committee responsible had decided to enter into interinstitutional negotiations in accordance with Rule 71, on the basis of the following report:

LIBE Committee — Report on the proposal for a directive of the European Parliament and of the Council amending Directive (EU) 2019/1153 of the European Parliament and of the Council, as regards access of competent authorities to centralised bank account registries through the single access point (COM(2021)0429 — C9-0338/2021 — 2021/0244(COD)) — Rapporteur: Emil Radev (A9-0004/2023).

In accordance with Rule 71(2), requests for the decision to be put to the vote could be submitted until midnight the following day, 2 February 2023.

Negotiations could start at any time after the expiry of that deadline if no request for a vote on the decision to enter into negotiations had been made.

7.   Order of business

The final draft agenda for the plenary sittings of February I 2023 (PE 741.375/PDOJ) had been made available to Members in accordance with Rule 157(3).

With the agreement of the political groups, the President proposed the following amendments to the final draft agenda, in accordance with Rule 158(1):

Thursday

The reports by Angel Dzhambazki (A9-0011/2023), Andrzej Halicki (A9-0015/2023) and Manon Aubry (A9-0016/2023 and A9-0017/2023) on requests for the waiver of the immunity of four Members, and the report by Ibán García del Blanco (A9-0013/2023) on the request for the defence of the privileges and immunities of a Member would be added directly to voting time.

The vote on the motion for a resolution on ‘An EU strategy to boost industrial competitiveness, trade and quality jobs’ (item 19 on the final draft agenda) would be held over until the February II 2023 part-session.

Parliament approved the proposals.

The President announced that she had also received the following requests for amendments to the agenda, in accordance with Rule 158(1):

Wednesday

Request from the PPE Group to wind up the debate on the Council and Commission statements on ‘Preparation of the Special European Council meeting of February, in particular the need to develop sustainable solutions in the area of asylum and migration’ (item 18 on the final draft agenda) with motions for resolutions to be put to the vote at the next part-session.

Parliament rejected the request by roll-call vote (176 in favour, 213 against, 8 abstentions).

Request from the PPE Group to include as the third item on the agenda a Commission statement on ‘Transparency in the funding of NGOs and the protection of EU financial interests’.

The sitting would be extended until 21.00 as a result.

Parliament rejected the request by roll-call vote (200 in favour, 213 against, 6 abstentions).

Request from the ECR Group to include as the fourth item on the agenda a Commission statement on ‘Public security and the terrorist threat in Europe in the light of the recent knife attacks in Germany and Spain’.

The following spoke: Jorge Buxadé Villalba, on behalf of the ECR Group, who moved the request.

Parliament rejected the request by roll-call vote (111 in favour, 295 against, 19 abstentions).

Request from the ECR Group to include as the fifth item on the agenda a Commission statement on ‘Violent left-wing extremism and the terrorist actions of anarchists in Europe’.

The debate would be wound up with motions for resolutions to be put to the vote at the next part-session.

Alternative proposal from the S&D Group for the title of the Commission statement to read: ‘Anarchist terrorist actions and violent extremism in Europe’. There would be no resolution to wind up the debate.

Alternative proposal from the Verts/ALE Group for the title of the Commission statement to read: ‘Recent violent attacks against diplomatic personnel in the EU and countermeasures, including improving detention conditions’.

The sitting would be extended until 21.00 as a result.

The following spoke: Vincenzo Sofo, on behalf of the ECR Group, who moved the request, Elisabetta Gualmini, on behalf of the S&D Group, and Alexandra Geese, on behalf of the Verts/ALE Group, who introduced their groups' alternative proposals, and Vincenzo Sofo, on behalf of the ECR Group, against the alternative proposals.

Parliament rejected the ECR Group's request by roll-call vote (103 in favour, 319 against, 9 abstentions).

Parliament rejected the S&D Group's alternative proposal by roll-call vote (99 in favour, 311 against, 13 abstentions).

Parliament rejected the Verts/ALE Group's alternative proposal by roll-call vote (78 in favour, 328 against, 23 abstentions).

Thursday

Request from the ECR Group to include as the second item on the agenda Council and Commission statements on the ‘Situation of the former President of Georgia Mikheil Saakashvili’. The statements would be followed by one round of political group speakers.

Thursday's sitting would open at 8.30 as a result.

The debate would be wound up with motions for resolutions to be put to the vote at the next part-session.
