    The Court:

    1.

    Declares that, by failing, within the prescribed time limits, first, to review in a coordinated manner, as specified in Article 5 of Directive 2008/56/EC of the European Parliament and of the Council of 17 June 2008 establishing a framework for community action in the field of marine environmental policy (Marine Strategy Framework Directive), the initial assessment and the determination of good environmental status, and, secondly, to send to the European Commission details of the updates made following those reviews, the Republic of Bulgaria has failed to fulfil its obligations under Article 17(2)(a) and (b) and Article 17(3) of that directive.

    2.

    Orders the Republic of Bulgaria to pay the costs.
