    The Tribunal:

    Annuls the decision of the Council of the European Union of 7 November 2011 not to promote Ms Verstreken under the 2008 and 2009 promotion procedures;

    2.

    Orders the Council of the European Union to bear its own costs and to pay the costs incurred by Ms Verstreken.
