Validation and transposition of appropriate post-quantum cryptography (PQC) in support of Commission Recommendation (EU) 2024/1101. The Commission will request European standards and, where appropriate, European standardisation deliverables specifying: (i) technical requirements and profiles for PQC schemes and functionalities (including hybrid approaches) to enable interoperable, secure deployment across the Union; (ii) evaluation and documentation processes with objectively verifiable criteria; and (iii) implementation guidance, including user communication, accessibility, migration and key management, plus best-practice and awareness materials. Work should build on existing outputs from academia and relevant expert communities, and be coordinated with standardisation requests under Regulation (EU) 2024/2847 (Cyber Resilience Act) to ensure coherence and avoid duplication with other initiatives.

The Commission will request a coherent set of harmonised European standards specifying semantic, technical, behavioural and policy interoperability requirements for infrastructure-, platform- and application-level cloud services, which may include: container orchestration and workload portability; data storage formats and interfaces; application programming interfaces; identity and access management and federated identity; metadata and policy exchange; service description, service-level agreements and conformance statements; switching and porting procedures (including timelines and exit information); and test suites, reference implementations and conformity assessment.

Strategy for a European Data Union
|
Prenormative work to complement the scope of Commission Implementing Decision C(2025) 618, standardisation request M/614. While M/614 covers trusted data transactions, data catalogue and semantic assets implementation, a quality framework for internal data governance, and a maturity model for common European data spaces, this action inaugurates new work to prepare: (i) a standardised cross-sector implementation framework in support of collaborative data quality initiatives in data spaces, enabling communities to define and measure shared benchmarks for reliable data, fully compatible with the European Trusted Data Framework; and Technical Reports on (ii) data labelling for artificial intelligence (annotation schemes, quality control, interoperability), (iii) data capturing from connected products, sensors and cameras, (iv) synthetic data, and (v) content authenticity and provenance. Outputs will inform subsequent European Standards or European Technical Specifications.

Cybersecurity requirements for products with digital elements
|
Regulation (EU) 2024/2847 on horizontal cybersecurity requirements for products with digital elements (Cyber Resilience Act)
|
Standardisation request to develop harmonised European standards in support of Regulation (EU) 2024/8247 (Cyber Resilience Act), complementing Commission Implementing Decision C(2025) 618, standardisation request M/606. While M/606 mandates horizontal cybersecurity properties and vertical standards for Annex III/IV critical products, this request addresses gaps for products with digital elements outside those annexes, notably in rail, machinery, lifts, agricultural machinery, artificial intelligence systems and solar inverters. Deliverables will implement the Act’s essential requirements in these domains, including test methods and conformity evidence. Standards will align with Union legislation, delimit scope to avoid overlap, and facilitate publication of references in the Official Journal of the EU.

The standards will operationalise forthcoming amendments to the Regulation (EU) 2016/679 (General Data Protection Regulation) and the Directive (EU) 2002/58/EC (‘ePrivacy Directive’) through the Digital Omnibus Regulation, support new obligations under Article 88b and Article 21 of the General Data Protection Regulation, and provide clear implementation guidance for website, application and consumer internet of Things providers across the EU.

The European standards shall define system boundaries, data-collection procedures, sampling and measurement methods, calculation rules, treatment of uncertainty, quality assurance/quality control, and minimum monitoring frequency. They shall specify reporting templates and records that enable comparability across the EU, support compliance checking by competent authorities and certifiers, and include requirements for evidence retention (five years), traceability and auditability. The methodology should be verifiable and technology neutral. Outputs will facilitate accurate, comparable loss estimates and effective enforcement.

The deliverables shall cover, at minimum: (i) measurement methods for no-load losses and load losses (including test conditions, instrumentation, corrections to reference conditions and treatment of measurement uncertainty); (ii) calculation rules to derive total losses and energy-efficiency metrics used for regulatory compliance, including rules for different transformer configurations within scope (for example, single-phase and three-phase units, different cooling arrangements and multi-winding designs); (iii) verification tolerances and pass/fail criteria supporting market surveillance and conformity assessment; (iv) harmonised reporting formats and technical documentation templates to ensure consistent declarations across the Union, and (v) a method for the calculation of the ‘disproportionate costs’ associated with the installation of new transformers, in case of replacement of an old one.

The main objective of the measure is to provide repeatable, reproducible, cost-effective, and practice-relevant test methods for measuring the energy efficiency and other relevant parameters of small, medium and large transformers. The aim is to improve their efficiency, thus contributing to the functioning of the single market and to energy savings.

Work shall reflect technological (digital) advances and ecological objectives, ensure backward-compatibility, and support conformity assessment and notified body activity. Deliverables shall include conformance tests and reference profiles to limit national variants and enable cross-border operations.

The Commission will request: (1) an update of EN 13432:2000 on industrial compostability, extending test schemes and evaluation criteria to include anaerobic digestion, sampling, pass/fail thresholds, labelling and conformity evidence; and (2) a new European standard on home compostability for the limited set of packaging formats listed in the packaging and packaging waste Regulation, defining boundary conditions, ageing, disintegration, biodegradation, ecotoxicity and consumer-safe guidance. Both ENs shall set clear, reproducible methodologies enabling manufacturers to demonstrate compliance with Article 9 of Regulation (EU) 2025/40

This should cover: (i) specifications for hydrogen gas quality parameters test methods, sampling, metering, odorisation, contamination control; (ii) design, construction, operation and integrity management of hydrogen pipelines and storage facilities, including repurposed natural gas infrastructure and dedicated hydrogen networks; and (iii) requirements for leak detection, monitoring, emergency procedures and interface conditions at injection and off-take points for industrial uses, mobility applications and hydrogen-based fuels.

The scope under Art. 8(4) includes the information process from the data user to the data holder about a new permission granted by a customer regarding customer data held by that data holder, and the information process from the data holder to the data user about changes made to a permission concerning that data user made by a customer via the dashboard of that data holder. The relevant customer-data categories are set out in the following bullets of Art. 2(1) of the proposal: (a) credit agreements and accounts (excluding payment accounts); (b) savings, investments, crypto-assets, real estate and derived benefits; and (f) firm creditworthiness data. The development shall not cover insurance-based investment products, occupational pensions, pan-European personal pensions, and non-life insurance products listed under bullets (b), (c), (d), and (e) of Art. 2(1) the proposal. Deliverables shall specify data models/semantics, and application programming interface specifications that enable switching and porting across schemes to minimise fragmentation.

For example, precipitated phosphate salts, thermal oxidation materials, pyrolysis and gasification materials, and high-purity materials. They will specify methods for contaminants, organic pollutants, microorganisms and other parameters relevant to agronomic efficiency and safety, enabling manufacturers, notified bodies and market surveillance authorities to assess compliance for these new material streams.
