COMMISSION IMPLEMENTING DECISION (EU) 2026/560
of 16 March 2026
terminating the anti-dumping procedure concerning imports of certain cast iron articles originating in India and Türkiye
THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) 2016/1036 of the European Parliament and of the Council of 8 June 2016 on protection against dumped imports from countries not members of the European Union (1), and in particular Article 9(1) thereof,
Whereas:
1. PROCEDURE
1.1. Initiation
|
(1) |
On 13 January 2025, the European Commission (‘the Commission’) received a complaint pursuant to Article 5 of Regulation (EU) 2016/1036 (‘the basic Regulation’), alleging that imports of certain cast iron articles originating in India and Türkiye are being dumped and are thereby causing injury to the Union industry. |
|
(2) |
The complaint was lodged by Eurofonte (‘the complainants’), an association representing European manufacturers of certain cast iron articles. The complaint was made on behalf of the Union industry of certain cast iron articles in the sense of Article 5(4) of the basic Regulation. |
|
(3) |
The Commission initiated an investigation under Article 5 of the basic Regulation on 26 February 2025 (2). |
2. WITHDRAWAL OF THE COMPLAINT
|
(4) |
On 25 November 2025 the complainants contacted the Hearing Officer, who intervened in writing. In particular, the complainants requested the Hearing Officer to examine, as regards some specific documents in the open file (questionnaire replies and mission reports of several Indian exporting producers), whether the service had properly treated some information as confidential and whether the provided summaries of the confidential information were appropriate to permit the exercise of its procedural rights. The Hearing Officer concluded that the information available on the open file was appropriate and it was not possible to provide the requested information in a summary form, since so doing could reveal confidential/sensitive business information of the exporting producers concerned. |
|
(5) |
By letter of 3 February 2026, the complainants withdrew its complaint. |
|
(6) |
In accordance with Article 9(1) of the basic Regulation, the proceeding may be terminated, unless such termination would not be in the Union interest. The investigation had not brought to light any considerations demonstrating that such termination would not be in the Union interest. |
3. CONCLUSION AND DISCLOSURE
|
(7) |
The Commission therefore concluded that the proceeding should be terminated. |
|
(8) |
Interested parties were informed accordingly and were granted an opportunity to comment. |
|
(9) |
Following the disclosure, the Government of India expressed its support for the termination. |
|
(10) |
This Decision is in accordance with the opinion of the Committee established by Article 15(1) of the basic Regulation, |
HAS ADOPTED THIS DECISION:
