COUNCIL DECISION (EU) 2025/2065
of 29 September 2025
on the position to be taken on behalf of the European Union within the OACPS-EU Council of Ministers as regards the adoption of Joint Guidelines for the conduct of the partnership dialogue provided for in Article 3 of the Samoa Agreement
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on the Functioning of the European Union, and in particular Article 217, in conjunction with Article 218(9) thereof,
Having regard to the proposal from the European Commission,
Whereas:

The Partnership Agreement between the European Union and its Member States, of the one part, and the Members of the Organisation of African, Caribbean and Pacific States, of the other part (1) (‘the Samoa Agreement’, hereinafter referred to as the ‘Agreement’) was signed on 15 November 2023, in accordance with Council Decision (EU) 2023/2861 (2), and has been provisionally applied since 1 January 2024. |

Pursuant to Article 88(4) of the Agreement, it is possible for the OACPS-EU Council of Ministers to adopt policy guidelines and take decisions to give effect to specific aspects necessary for the implementation of the provisions of the Agreement. |

(3) |
The OACPS-EU Council of Ministers is to adopt joint guidelines for the conduct of the partnership dialogue provided for in Article 3 of the Agreement (the ‘Joint Guidelines’). |

(4) |
The aim of the Joint Guidelines is to provide general operational guidance for the implementation of Article 3 of the Agreement, while keeping the flexibility necessary to ensure a tailor-made approach to different contexts and dialogue levels. |

(5) |
It is appropriate to establish the position to be taken on the Union’s behalf within the OACPS-EU Council of Ministers as regards the adoption of the Joint Guidelines as those Guidelines will be binding on the Union. |

(6) |
The position of the Union within the OACPS-EU Council of Ministers should therefore be based on the attached draft Decision, |
HAS ADOPTED THIS DECISION:
Article 1
1. The position to be taken on the Union’s behalf within the OACPS-EU Council of Ministers as regards the adoption of Joint Guidelines for the conduct of the partnership dialogue provided for in Article 3 of the Partnership Agreement between the European Union and its Member States, of the one part, and the Members of the Organisation of the African, Caribbean and Pacific States, of the other part (‘the Samoa Agreement’) shall be based on the draft Decision attached to this Decision.
2. Minor technical corrections to the draft Decision may be agreed to by the representatives of the Union within the OACPS-EU Council of Ministers, after consulting the Council preparatory body responsible, without further decision of the Council.
Article 2
This Decision shall enter into force on the date of its adoption.
