    COUNCIL DECISION (CFSP) 2024/2456

    of 12 September 2024

    amending Decision 2014/145/CFSP concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine

    THE COUNCIL OF THE EUROPEAN UNION,

    Having regard to the Treaty on European Union, and in particular Article 29 thereof,

    Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

    Whereas:

    (1)

    On 17 March 2014, the Council adopted Decision 2014/145/CFSP (1).

    (2)

    On 12 March 2024, the Council adopted Decision (CFSP) 2024/847 (2), thereby renewing the measures provided for in Decision 2014/145/CFSP for a further six months.

    (3)

    On 21 and 22 March 2024, the European Council adopted conclusions in which, inter alia, it reiterated its previous conclusions on continued support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders and reconfirmed the Union’s unwavering commitment to providing continued political, financial, economic, humanitarian, military and diplomatic support to Ukraine.

    (4)

    As long as the illegal actions by the Russian Federation continue to violate fundamental rules of international law, including, in particular, the prohibition on the use of force enshrined in Article 2(4) of the Charter of the United Nations, or of international humanitarian law, it is appropriate to maintain in force all the measures imposed by the Union and to take additional measures, if necessary. Therefore, Decision 2014/145/CFSP should be renewed for a further six months.

    (5)

    On the basis of a review by the Council concerning the individual designations set out in the Annex to Decision 2014/145/CFSP, the information concerning 98 individuals and 33 entities should be updated. Additionally, the entries for five deceased persons and two other persons, as well as one duplicate entry, should be deleted from that Annex.

    (6)

    Decision 2014/145/CFSP should therefore be amended accordingly,

    HAS ADOPTED THIS DECISION:

    Article 1

    Decision 2014/145/CFSP is amended as follows:

    (1)

    in Article 6, the second paragraph is replaced by the following:

    ‘This Decision shall apply until 15 March 2025.’;

    (2)

    the Annex is amended in accordance with the Annex to this Decision.

    Article 2

    This Decision shall enter into force on the day following that of its publication in the Official Journal of the European Union.

As former Defence Minister, he was ultimately responsible for the military action against Ukraine launched on 24 February 2022. Sergei Shoigu is now Secretary of the Security Council of the Russian Federation.

    He has made public statements supporting the annexation of Crimea and encouraging Russian citizens to vacation in Crimea. He is also associated with, and according to media reports is an owner of, a winery and a luxurious hotel in Crimea.

    He is therefore supporting actions and policies that undermine the territorial integrity of Ukraine and benefitting from the annexation of Crimea.

    Igor Ivanovich Shuvalov is the chairman of State Development Corporation VEB.RF, which operates in the occupied regions of Ukraine under Russian control, and is involved in projects either implemented or fostered by the Russian Government. He was previously a First Deputy Prime Minister of Russia and a member of the Council of the Eurasian Economic Commission. In his capacity of First Deputy Prime Minister, he made remarks stating that Russia would change budget rules to reflect an additional two million in population after the illegal annexation of Crimea by the Russian Federation.

    He is therefore supporting actions and policies which undermine the territorial integrity, sovereignty and independence of Ukraine.

    Konstantin Knyrik is a pro-Russian activist running MediaGroup News Front Ltd, a news website registered in the illegally annexed Crimean Peninsula. He is the chief of the Crimean division of the Rodina Party, a pro-Kremlin party in Russia. He publicly supports Russia’s war of aggression against Ukraine and is actively involved in spreading disinformation about the war.

    Konstantin Knyrik received the medal “for the return of Crimea”.

    He therefore actively supported and implemented actions and policies which undermine the territorial integrity, sovereignty and independence of Ukraine, and further destabilised Ukraine.

    ANO Dialog is a Russian non-profit organisation created by the Moscow Department of Information and Technology (DIT) in 2019 and closely linked to the presidential administration. It was headed by Alexey Goreslavsky, former deputy head of the President’s Department for Public Projects (OPS). Vladimir Tabak has been the director general since 1 December 2021. ANO Dialog has been disseminating online propaganda about the illegally annexed territories in Ukraine.

    ANO Dialog provides instructions to the Readovka Telegram channel that publishes disinformation about the war of aggression against Ukraine in support of the Kremlin’s propaganda. ANO Dialog is linked to the popular “fact-checking” Telegram account and subsequent domains “War on Fakes”, run by ANO’s Head of Strategic Areas Development of ANO Dialog, Timofey Vasiliev, that disseminates fake news and propaganda about the Russian war of aggression against Ukraine. Therefore, ANO Dialog is materially supporting actions which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine.

    Federal State Enterprise Anosit produces hydrogen peroxide and is the only producer of ammonium perchlorate in Russia. Ammonium perchlorate is the main component of rocket fuel. Federal State Enterprise Anosit, by a decree of the President of the Russian Federation, was included in the list of companies of strategic importance for the Russian Federation. Federal State Enterprise Anosit is strategically important to the Russian military and its rocket forces, because it is the only supplier of rocket fuel.

    Therefore, Federal State Enterprise Anosit is supporting materially actions which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine.
