    COMMISSION IMPLEMENTING REGULATION (EU) 2020/1007

    of 9 July 2020

suspending the submission of applications for private storage aid for sheepmeat and goatmeat under Implementing Regulation (EU) 2020/595

    THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EU) No 1308/2013 of the European Parliament and of the Council of 17 December 2013 establishing a common organisation of the markets in agricultural products and repealing Council Regulations (EEC) No 922/72, (EEC) No 234/79, (EC) No 1037/2001 and (EC) No 1234/2007 (1),

Having regard to Commission Implementing Regulation (EU) 2016/1240 of 18 May 2016 laying down rules for the application of Regulation (EU) No 1308/2013 of the European Parliament and of the Council with regard to public intervention and aid for private storage (2), and in particular Article 45(3)(a) and (c) thereof,

    Whereas:

    (1)

Pursuant to Commission Implementing Regulation (EU) 2020/595 (3), private storage aid is available for sheepmeat and goatmeat from 7 May 2020, in accordance with the conditions laid down in Commission Implementing Regulation (EU) 2016/1240.

    (2)

An examination of the situation on the market and of the use of the private storage aid scheme for sheepmeat and goatmeat provided for in Implementing Regulation (EU) 2020/595 makes it advisable to end the granting of private storage aid and to set a closing date for the submission of applications. The Commission intends to submit the closing Regulation concerned to the Committee for the Common Organisation of the Agricultural Markets for an opinion. However, this is likely to give rise to an excessively large number of applications for the aid scheme.

    (3)

Therefore, it is necessary to suspend the submission of applications for the aid provided for in Implementing Regulation (EU) 2020/595 and reject any applications made prior to the period of suspension where the decision to accept the application would have been taken during the period of suspension.

    (4)

In order to avoid speculation, this Regulation should enter into force on the day of its publication in the Official Journal of the European Union,

    HAS ADOPTED THIS REGULATION:

    Article 1

    1.   The application of Article 3 of Implementing Regulation (EU) 2020/595 shall be suspended for the period from 10 July 2020 to 16 July 2020. Applications to conclude contracts submitted during this period shall not be accepted.

    2.   Applications submitted after 8 July 2020, the acceptance of which would have been decided during the period referred to in paragraph 1, shall be rejected.

    Article 2

This Regulation shall enter into force on the day of its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in all Member States.

Done at Brussels, 9 July 2020.

    For the Commission,

    On behalf of the President,

    Wolfgang BURTSCHER

    Director-General

Directorate-General for Agriculture and Rural Development
