++++ Article 116 From the end of the transitional period onwards , Member States shall , in respect of all matters of particular interest to the common market , proceed within the framework of international organisations of an economic character only by common action . To this end , the Commission shall submit to the Council , which shall act by a qualified majority , proposals concerning the scope and implementation of such common action . During the transitional period , Member States shall consult each other for the purpose of concerting the action they take and adopting as far as possible a uniform attitude .
