Initiative summary:
Currently the compulsory licensing of patents in the EU is regulated and implemented by Member States following different, fragmented procedure. This makes compulsory licensing of patents in the EU not suited to tackle EU-wide crisis situations. In addition, the current EU procedure for issuing compulsory licensing for export of medicines to developing countries is complex and a more efficient procedure could be considered.
