"Ten years after the adoption and transposition of the Directive, an important level of experience has been accumulated at EU, Member State and stakeholder's level. At the same time, important IT and technological developments took place. An external study that took place in 2014 examining the level of implementation of the Directive for the period 2006-2011 is now outdated. It is therefore appropriate to examine whether this framework is fit for purpose and delivers as intended/expected. "
