    Initiative summary:
    The functioning of the single market needs to be guaranteed in times of emergency and crisis. The free movement of goods, services and persons is the foundation of the single market and underpins a smooth functioning of supply chains, including the availability and access to services and goods. The single market emergency instrument will set up a flexible and transparent response mechanism that ensures the solidarity and coherence of the EU crisis response and functioning of the single market.
