Harmonisation of civil aviation requirements and procedures
SUMMARY OF:
WHAT IS THE AIM OF THE REGULATION?
It introduces uniform EU-wide rules specifying minimum safety and related procedures for commercial passenger and cargo fixed-wing aviation.

European Union Aviation Safety Agency (EASA)
The Commission will be assisted by the EASA when drafting any amendments to the requirements relating to cabin crew and to flight and duty time limitations.
Repeal
Regulation (EEC) No 3922/91 will be repealed by Regulation (EU) 2018/1139 on common rules in the field of civil aviation and establishing the EASA (see summary).
Repeal will be from the date of application of detailed rules on flight and duty time limitations and rest requirements with regard to air taxi, emergency medical service and single pilot commercial air transport operations which still have to be adopted (see Article 32(1)(a) of Regulation (EU) 2018/1139).
FROM WHEN DOES THE REGULATION APPLY?
It has applied since 1 January 1992.
