    Sustainable use of plant protection products

    European Parliament legislative resolution of 22 November 2023 on the proposal for a regulation of the European Parliament and of the Council on the sustainable use of plant protection products and amending Regulation (EU) 2021/2115 (COM(2022)0305 – C9-0207/2022 – 2022/0196(COD))

    The European Parliament,

    —

    having regard to the Commission proposal to Parliament and the Council (COM(2022)0305),

    —

    having regard to Article 294(2) and Article 192(1) of the Treaty on the Functioning of the European Union, pursuant to which the Commission submitted the proposal to Parliament (C9-0207/2022),

    —

    having regard to Article 294(3) of the Treaty on the Functioning of the European Union,

    —

    having regard to the reasoned opinion submitted, within the framework of Protocol No 2 on the application of the principles of subsidiarity and proportionality, by the Swedish Parliament, asserting that the draft legislative act does not comply with the principle of subsidiarity,

    —

    having regard to the opinion of the European Economic and Social Committee of 14 December 2022  (1),

    —

    having regard to the opinion of the Committee of the Regions of 15 March 2023  (2),

    —

    having regard to Rule 59 of its Rules of Procedure,

    —

    having regard to the opinions of the Committee on Agriculture and Rural Development and the Committee on Development,

    —

    having regard to the report of the Committee on the Environment, Public Health and Food Safety (A9-0339/2023),

    1.

    		 Rejects the Commission proposal;

    2.

    		 Calls on the Commission to withdraw its proposal;

    3.

    		 Instructs its President to forward its position to the Council, the Commission and the national parliaments.
