Treaty establishing the European Community (Nice consolidated version) Part Three: Community policies Title XVIII: Research and technological development Article 172 Article 130o - EC Treaty (Maastricht consolidated version) Article 172 The Council, acting by qualified majority on a proposal from the Commission and after consulting the European Parliament and the Economic and Social Committee, shall adopt the provisions referred to in Article 171. The Council, acting in accordance with the procedure referred to in Article 251 and after consulting the Economic and Social Committee, shall adopt the provisions referred to in Articles 167, 168 and 169. Adoption of the supplementary programmes shall require the agreement of the Member States concerned.
